Invasive Vegetation Control Term Contract PURPOSE: The purpose of this Invitation for Bid (IFB) is to solicit sealed bids from qualified sources to provide invasive vegetation control, restorative land management, and containment strategies on specified properties owned, managed and/or leased by the County of Albemarle. Services shall be provided as per current ANSI A300, ANSI Z133.1 standards, and all Virginia Occupational Safety and Health Administration (VOSHA) requirements. SCOPE OF WORK/ SPECIFICATIONS: The Contractor shall comply with all applicable federal, state and local laws, rules and regulations applicable to the provision and performance by the Contractor of the work and services that are subject to any contract resulting from this solicitation. The contractor shall furnish all labor, supervision, equipment, tools, parts and materials, as necessary, to administer invasive vegetation control, restorative land management, and containment strategies on specified properties owned, managed and/or leased by the County of Albemarle. Services shall be provided as per current ANSI A-300, ANSI Z133.1 standards, and all Virginia Occupational Safety and Health Administration (VOSHA) requirements. The Contractor shall utilize equipment, tools, and expertise to eliminate/control invasive vegetation and promote successful restoration of native vegetation. A. Identify non-native vegetation to be controlled. Species include those designated as invasive by the Virginia Department of Conservation and Recreation (Attachment J). Additional species or specific target species may be specified by County Contract Administrator. B. Control above listed species with appropriate herbicide products approved by the contract administrator and follow the County's Safer Chemical Management Procedure with combinations of foliar treatments, basal bark treatments, cut-stem treatments. All pesticide applicators shall be trained and licensed as required by the Commonwealth of Virginia. C. Trees that are targeted for herbicide treatments or damaged from management activities will be felled to remove potential hazards and chipped or mulched by contractor unless flagged to remain as habitat/snag trees for wildlife. D. Contractor will only work in specified areas flagged/outlined/mapped by County staff. E. Contractor will perform re-seeding of grasses, forbs, wildflowers, and/or woody perennial shrubs as appropriate to conform with prescriptions of project area. F. Contractor will install trees, shrubs, plugs, tree tubes, and/or tree stakes to conform with prescriptions of project area. G. Contractor will perform bush hogging, mowing, and weed eating to conform with prescriptions of project area. H. Contractor will administer forestry mulching, prescribed burning, site prep, grading as needed to conform with prescribed management activities for project areas. I. The Contractor shall use generally accepted forestry practices that are good for the environment and pose minimal impact on soil and water resources. All attempts must be made to follow Virginia Department of Forestry's Best Management Practices as it relates to soil and water impacts from project operations. J. Herbicide applications performed under optimum conditions/times of year K. Work may be conducted at any time of the year; however, the County reserves the right, at their discretion, to suspend operations if weather and soil conditions are unsuitable for heavy equipment operations. L. All masticated material not removed off site shall be scattered as evenly as possible across the work area so as not to create any debris piles. M. Contractor will be responsible for removal and proper disposal of waste material unless determined to remain on site. N. Any continuous mulch layer created by the mulching efforts shall not exceed six (6) inches in depth. O. All attempts must be made to keep debris off of nearby private property. It is expected that the contractor will remove any debris on private property that resulted from mulching operations. P. All inoperable equipment shall be removed from County property immediately. Q. The Contractor shall store machinery, forestry equipment, supplies, etc. in an orderly manner and only in designated areas approved by the County. All work areas shall be kept free of litter and any spills of hazardous materials (e.g. fuel, oil, etc.) must be contained and reported to County staff immediately. R. Contractor will record and keep records of all herbicides/volumes applied on County projects. S. Contractor will mitigate any erosion or sediment control issues that arise as a result of management activities on project sites. T. Contractor will notify County staff about project timeframes and locations at least three (3) days in advance before starting operations on County owned/managed properties/easements. U. Contractor will be responsible for posting "no parking" signs, as required, 48 hours before starting work, and for traffic control where necessary when working, unless other directed by the County's Contract Administrator or designee. V. Any work not performed to the satisfaction of the County will be corrected at no additional cost to the County. Failure to correct any work upon request may be cause for termination of the contract. W. Any damage to existing utilities, equipment or finished surfaces resulting from the performance of this contract shall be repaired to the County's satisfaction at the contractor's expense. X. Notify appropriate personnel and make all arrangements for disconnecting utilities and obtaining necessary permits as required to perform services. Period of Contract: For one (1) year after contract award, with optional renewal of up to four (4) additional one (1) year terms. Bids may be placed in this box, prior to the established due date and time for each solicitation, or may be shipped//mailed, or hand delivered directly to the issuing agency. Public attendance at the Bid Reading will be by virtual attendance through MS Teams Meeting. Bids shall be placed in this box, prior to the established due date and time for each solicitation. It is the Offeror's responsibility to ensure that bids are received prior to the established bid due date and time. Any further bids received will be ruled as late bids and will be retained un-opened. Late bids will not be considered.
