**As of November 17, 2025 , this project has not yet been awarded. The project is expected to be awarded on December 10,2025.** It is the sole responsibility of the Bidder to see that the Bid is submitted and received on time and to be able to submit verification of same upon request. Bids submitted after the time specified will be rejected pursuant to California Government Code Section 53068 and shall be returned unopened. The Project includes the following Work: The Advanced Water Purification Facility (AWPF) construction includes demolition of existing structures, soil improvements (deep cement soil mixing, helical anchors), civil site work and grading, concrete construction, building and canopy construction, yard piping, mechanical, electrical, instrumentation, controls, SCADA systems, and equipment installation. The Project specifically includes the following elements: o 200,000-gallon buried concrete equalization (EQ) tank with the UF system feed pumps and plant water pumps for the existing CSD WWTF and UF disc filter system located on top of the tank. o 8,200-sf AWPF process and operations building consisting of the UF system, RO system, UF and RO CIP systems, RO feed tank, RO flush tank and pumps, and UV/AOP system with exterior 1,000-sf canopy, 10,000-gallon buried concrete purified water clear well tank and pump station, purified water stabilization, 2,500-sf chemical storage area and feed facilities, 40,000-gallon buried concrete waste equalization tank and pump station, electrical room, and support spaces. The CMU building shall include 630-sf support area for control room, break room and restrooms. o Soil stabilization via cement injection is required under the AWPF building and helical anchors under the EQ tank. o Chemical feed pump skids added to the existing chemical feed facility at the WWTF. o Equipping two (2) groundwater injection wells (drilled under separate bid package). Bidding Documents may be downloaded from the designated website. Prospective Bidders must register with the designated website as a plan holder, even if Bidding Documents are obtained from online. or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Bidders are advised that State and Federal funds will be used for construction, which carries certain State and Federal contract requirements found within the Instructions to Bidders and Contract Documents. The Bidders' attention is specifically directed to the Funding Agreement Conditions of the Construction Contract in the Contract Documents, which include information on Federal Prevailing Wage Requirements and BABA Compliance. Unless otherwise provided in the Instructions to Bidders, each Bidder shall be a licensed contractor pursuant to sections 7000 et seq. of the Business and Professions Code in the following classification(s) throughout the time it submits its Bid and for the duration of the Contract: Bidder must possess a valid Class A Contractor's license. Each Bid shall be accompanied by cash, a certified or cashier's check, or bid bond secured from a surety company satisfactory to the Owner, the amount of which shall not be less than ten percent (10%) of the submitted Total Bid Price, made payable to Carpinteria Valley Water District as bid security. The bid security shall be provided as a guarantee that within ten (10) days after Owner provides the successful Bidder the Notice of Award, the successful Bidder will enter into a contract and provide the necessary bonds and certificates of insurance. The bid security will be declared forfeited if the successful Bidder fails to comply within said time. No interest will be paid on funds deposited with Owner. The successful Bidder will be required to furnish a faithful performance bond and a labor and material payment bond each in an amount equal to one hundred percent (100%) of the Contract Price. Each bond shall be in the forms set forth herein, shall be secured from a surety company that meets all State of California bonding requirements, as defined in California Code of Civil Procedure Section 995.120, and that is a California admitted surety insurer. Owner will withhold retention in the amount of 5% of each progress payment. Pursuant to Section 22300 of the Public Contract Code of the State of California, the successful Bidder may substitute certain securities for funds withheld by Owner to ensure its performance under the Contract. For all further requirements regarding bid submittal, qualifications, procedures, bid protests and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. All questions and inquiries related to this solicitation shall be addressed solely to the individual identified in Article 7 of the Instructions to Bidders ("Designated Contact"). Bidders should not contact the Owner except through the Designated Contact. Doc note: Prospective Bidders may obtain printed copies of the Bidding Documents at Tri-Co Reprographics Monday through Friday during business hours. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Event Pre bid meeting Description: Bidders may choose to attend the Pre-bid conference online only and abstain from attending the site-walk, but cannot attend the site-walk only. The site-walk will be held directly after the pre-bid conference. The Zoom Link for the pre-bid conference is: https://us06web.zoom.us/j/86234673659 Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference for the entire duration. Roll call will be taken at the commencement and conclusion of the pre-bid conference to confirm attendance. Owner shall award the contract for the Project to the lowest responsive, responsible Bidder as determined by Owner from the BASE BID ALONE. Owner reserves the right to reject any or all Bids or to waive any irregularities or informalities in any Bids or in the bidding process. Question Deadline 10/14/2025 At least 10 days prior to the original date for the Bid opening, Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Owners Site Representative in writing.
