For furnishing the necessary labor, materials, equipment, tools, and guarantees thereofto construct Sewer System Improvements. The work specified in this Section consists of furnishing all labor, materials, and equipment necessary for construction of the Sewer System Improvements, as shown on the Contract Plans. Work will be performed within City owned rights-of-way or easements that have been obtained for construction. The work consists of, but is not limited to, the following: Furnish and install approximately 5,200 feet of 12-inch PVC sanitary sewer pipe by open cut methods including crossing SR 243, furnish and install approximately 220 feet of 20-inch steel water main casing crossing SR 243 by open cut methods, furnish and install 15 manholes, abandon existing lift station and salvage equipment to the City, provide television inspection of sewer mains and surface restoration of all disturbed surfaces. The Work shall be substantially complete within 80 working days after the commencement date stated in the Notice to Proceed. All. bidding and construction is to be performed in compliance with the Contract Provisions and. Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Mattawa, Washington. The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the "City of Mattawa" and in an amount of not less than five percent (5%) of the total Proposal amount. Financing of the Project has been provided by City of Mattawa, Washington and the Washington State Department of Ecology Clean Water State Revolving Fund. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to this Contract or any subcontract resulting from this solicitation for bids. This project has met the requirements for a Build America, Buy America (BABA) waiver per the November, 13, 2023, EPA Decision Memo for projects that initiated design planning prior to May 14, 2022. This project is subject to American Iron and Steel (AIS) requirements. The City of Mattawa expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal. The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. The work within SR 243 shall be completed within 7 calendar days and by October 31, 2025. physically complete the Work required under this contract within 100 working days
