Renovation of a multi-residential development in Jackson, Tennessee. Completed plans call for the renovation of a multi-residential development.

The project scope is to paint vacant apartments at all sites owned and operated by the Jackson Housing Authority. The contractor shall furnish all labor, transportation, tools, supplies, material, permits, and insurance to accomplish work and complying with the contract terms as herein listed for painting of vacant apartments. The Jackson Housing Authority hereby requests bids for Vacant Unit Painting for All Developments. Bidders must be authorized to perform or supervise EPA Renovation, Repair and Paint Rule for working around lead based paints and working on new lead worker qualifications required by the state of TN. All bidders must be licensed contractors with the local jurisdiction authority. No bid will be opened unless the outside of the sealed envelope, containing the bid, has written on it the following information: the contractor's license number and the date of licenses expiration; Each subcontractor quoting on a classification applying to the bid; such as the plumbing, electrical and etc. must provide the business name, license number, date of license expiration and that part of their license classification applying to the bid. Subcontractors under this bid are not alloyed. Contractors, operating as joint ventures, must provide information for each party jointly submitting the bid. Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Document must be paid on this contract. The Contract will be subject to the "Section 3" Clause, see Document 00715 - General Conditions, Article 40, calling for utilization of low-income businesses and individuals from the project area where feasible. Bidders must comply with the President's Executive Order Nos. 11246, and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hour Standard Act. Bidders must certify that they do not, and will not, maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, sex, or national origin. Attention is called to the goals and timetables for minority and female participation. The right is reserved to reject any or all bids or to waive any informalities in the bidding. No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof. Attention is called to the fact that The Jackson Housing Authority is not an Indian Housing Authority Painting a. Paint all previously painted surfaces using good workman like Practices, taking care not to get paint on adjacent or other surfaces. Protect floors with drop clothes, remove outlet and switch covers or mask off and mask off other items as lighting, thermostats, none painted surfaces or areas as needed. No over spray will be allowed to remain on surfaces. Paint the entire inside of the unit (walls, ceilings, shelves, closets, doors and cabinets) and exterior of the front and back doors, and porch supports and railings using the same color scheme. Paint front and back screen doors as needed or requested b. Surface preparations before painting shall include the washing of all surfaces not clean enough to accept paint, stains shall be primed to prevent bleeding thru paint, small holes and damaged areas 1 square foot or less in size shall be patch, peeling paint shall be scraped and patched, cracks shall be cleaned out and caulked and patched to blind with the surrounding surfaces, all this shall be done before painting starts. All painting must blind with the surrounding surfaces sand as needed to smooth a surface or feather edges of patches. Some areas may be stained and require a sealer to stop stain from bleeding through or require two coats to cover. c. Cleaning shall be the contractor's responsibility to remove trash and dust created by his work activities including dust, paint chips, packages, containers and personal trash. d. All workman ship shall be of the highest standards with materials and methods of application. Areas must be completely covered and smooth and free of runs, sages, globes, and excessive flooding. All surfaces shall be free of brush marks, dust and other imperfections to the satisfaction of the JHA. e. The contractor shall notify the JHA Maintenance Department if any surface prep is need by the JHA staff, because the repairs are beyond the scope of the contract as stated in section (b) above. f.
