2025 Downtown Traffic Signal Upgrade All bid proposals shall be properly executed in ink without alterations and shall be complete. The successful bidder will be required to post a performance bond in the amount of one hundred percent (100%) of the bid price. If the anticipated project cost is at least $25,000, Pennsylvania prevailing wages under the Pennsylvania Prevailing Wage Act will be required. Borough Council reserves the right to reject any or all bids or parts thereof and to waive any defects or irregularities in the best interest of the Borough. PROJECT DESCRIPTION This project consists of complete purchase, installation, integration, and testing of a video detection system for existing traffic signal controllers at nineteen (19) intersections along traffic corridors which intersect in Carlisle Borough, Cumberland County, Pennsylvania. The successful bidder will be responsible for installing the equipment purchased through this bid and the video detection equipment purchased through a previous bid. The Vendor providing the equipment purchased through this bid will be responsible for providing technical support and training of Borough staff on the use of the equipment purchased through this bid. The majority of the funding for this project is being provided through a PennDOT Green-Light-Go grant. Products installed must comply with the requirements of PennDOT’s Green Light-Go Program. The grant expires in June 2027. Please Note: The Borough procured traffic signal detectors as part of a previous bid such that the equipment secured through both that bid, and this current bid for signal detection will upgrade nineteen (19) signalized intersections within, or near downtown Carlisle. When all the detectors have been procured, the successful bidder for this bid and the previous bid shall be responsible for coordinating with representatives /designees of the Borough of Carlisle and PennDOT, and to provide all necessary services to provide a fully functional, optimized video detection and controller system for nineteen (19) signalized intersections within, or near downtown Carlisle. The successful bidder(s) shall provide all material, labor and equipment necessary to provide a complete and operating system as specified herein at no additional cost to the Borough in excess of that awarded through the bid(s). The detection system shall include multimodal road user detection, and the ability to actuate traffic signals. The system should support additional applications such as video streaming, cabinet monitoring and mobility, and traffic engineering metrics. This work must be performed in accordance with Carlisle Borough and PennDOT standards in a manner which supports and facilitates Carlisle's complex, multi-faceted traffic management needs and goals.
