The Contractor shall provide all labor, supervision, project management, transportation, tools, equipment, materials, and supplies necessary to perform miscellaneous painting, power washing, and application of protective coatings. Work will involve various surfaces such as structural steel, aluminum, piping, doors, drywall, concrete walls, ceilings, floors, bollards, stairs, stairwells, handrails, tanks, reservoirs, masonry, interior and exterior finishes, etc. The Contractor's responsibilities include: Reviewing general scope descriptions or drawings and developing detailed scope documents. Submitting proposals using WSSC's Cost and Price Analysis (CPA) Form Complying with Section 5 specifications for surface preparation, coating types, and application methods. WSSC Water is seeking a qualified Contractor to establish a Time and Materials Contract to perform miscellaneous painting, power washing, and protective coatings services on an as-needed basis. Services may be required at various WSSC Water facilities located throughout Montgomery, Prince George's and portions of Howard County, Maryland. These facilities may include, but are not limited to, water and wastewater treatment plants, industrial pumping stations, and administrative/office buildings. These Special Conditions identify additional contract provisions and modify, change, delete from, or add to the General Conditions - Goods & Supplies attached to and to be incorporated in the Contract as Exhibit A. Where any Article of the General Conditions is modified or deleted by these Special Conditions, the unaltered provisions of that Article, paragraph, sub-paragraph, or clause shall remain in effect. The base term of the Contract shall be for a period of three years. The contract may be extended for an additional two one-year options, or any portion thereof, at the sole option and discretion of WSSC Water. Question Submission Deadline: September 8, 2025, 2:00pm. The Commission reserves the right to award the contract based on the lowest responsive, responsible Bidder in total complying with the terms and conditions of this Bid who made all submissions required herein. Only Bidder(s) who have met the minimum qualifications in their entirety will move on to the pricing portion of the solicitation process.
