The project includes the construction of approximately 6,275 L.F. of 15" to 60" SLCPP and 245 L.F. of 76"x48" RCP storm sewer, 58 storm inlets, 1 storm manhole and associated appurtenances. The project also includes the relocation of 1,122 L.F. of 8" and 10" sanitary sewer 10 manholes, laterals and associated appurtenances. A certified check or bank draft, payable to the order of the Owner or negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond on the form provided, executed by the Bidder and an acceptable surety (Surety companies must appear on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in the State of Pennsylvania), in an amount equal to ten percent (10%) of the total of the Bid shall be submitted with each bid to guarantee the Bidder's entrance into a contract if given the award. The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, and a Highway Restoration & Maintenance Bond on the forms provided, each in the amount of one hundred percent (100%) of the Contract Price, with a surety company listed on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in the State of Pennsylvania. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania, or any applicable municipal ordinances. The Owner shall award the contract to the lowest responsible bidder or shall reject all bids within 60 days of the date of the bid opening, and no bidder may withdraw his bid before the expiration of such 60-day period; The Municipal Authority of the Borough of Bedford reserves the right to reject any or all bids or to waive any informalities in the bidding Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing.
