Project has been Rebid Reference Number 0000397518 Bid Intent Not Available The State of Colorado, Department of Public Health and Environment (CDPHE) is soliciting bids from qualified contractors for the Highway 24 Mill Site Removal Action project. Due to lead and arsenic concentrations in the Highway 24 Mill Site soils, the Site meets the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) criteria forthe Site meets the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) criteria for a non-time-critical removal action (NTCRA). The NTCRA is needed based on recent updates to the regional screening level (RSL) for lead and toxicity values for arsenic. CDPHE and the United States Environmental Protection Agency (EPA) reevaluated Site conditions regarding lead and arsenic exposure. Using specific factors listed in the NCP, CDPHE and EPA determined a NTCRA was appropriate to decrease the threat to public health, welfare, or the environment. An Engineering Evaluation/Cost Analysis (EE/CA) was developed as a statutorily required step of the NTCRA process. EPA signed an Action Memo approving the work on a selected alternative in July 2025. The Site is the A-1 Mobile Village located in Colorado Springs on 11.24-acres adjacent to the reclaimed tailings pile associated with the Golden Cycle Mill facility. Anticipated Construction Start Oct 17, 2025 Anticipated Construction Finish Feb 15, 2026 If the construction value is $50,000 or greater a Bid Bond and Power of Attorney or Proposal Guaranty is required in an amount not less than 5% of the total Bid.
