This specification contains requirements pertaining to the furnishing of Inspection, Testing, Calibration, Design, Maintenance, Integration and Onsite Repair Services for Instrumentation (hereafter referred to as "the services) at the Atlantic County Utilities Authority's (ACUA) Wastewater Treatment Facility and Regional Pump Stations. The ACUA owns and operates a 40 MGD Regional wastewater treatment facility located at 1801 Absecon Blvd., Atlantic City, NJ. This plant provides secondary treatment to (14) municipalities in Atlantic County and includes: mechanical center-flow bar screens, primary and secondary clarifiers, mechanical aeration basins, gravity thickeners, thickening centrifuges, dewatering centrifuges, (2) multi-hearth incinerators with CEMS ash conveyance system and various other pump and mechanical equipment. In addition, the treatment facility the ACUA owns and operates (19) regional pump stations and (60) miles of pipeline that collect wastewater from local systems to the ACUA Regional system and ultimately to the Wastewater Treatment Facility. These facilities contain an extensive Supervisory Control and Data Acquisition (SCADA) system that is made up of several different control device manufacturers, ethernet/cellular transmitters, legacy equipment, and flow meters that ultimately interface with the HMI software AVEVA (Wonderware). The SCADA system and overall ACUA industrial network is not connected to the internet and access for this type of connection for remote work will not be granted. Development work that isn't completely independent of the existing system will need to be conducted onsite. Question Submission Deadline: September 12, 2025, 4:00pm All questions relating to technical aspects of the bid are to be directed in writing to the Authority Procurement and Contracts Manager via the ACUA's eProcurement Portal All bids must be accompanied by a certified check or bid bond in the amount of 10% of the total bid, not to exceed $20,000.00 The ACUA currently supports the following equipment that the successful firm shall be familiar with in order to provide the services detailed in Section A. While this list is not exclusive to all manufacturers, it does represent most of the equipment found onsite: PLC: GE, Allen-Bradley, ABB, DirectLogic, Horner, TI Controllers: Sigma, DCC, Mercoid VFDs: Yaskawa, ABB, Eaton, Allen Bradley HMI: Wonderware, Active Factory Cellular/Ethernet Radios: Redline, Sierra Flow Meters: ABB, Fischer Porter, Vega (Radar) Process Controls: Foxboro, VEGA, Honeywell, ABB, HACH In the event that the goods or services to be purchased require that the provider possess any license(s) issued by the State of New Jersey or any other governmental body, the bidder warrants by the submission of a bid that it possesses all such licenses. Similarly, any performance security must be offered with reference to the highest amount bid. All sureties shall be licensed to do business in New Jersey. All checks shall have set forth as payee, and all sureties shall run in favor of, the "Atlantic County Utilities Authority." In the event that a certified or cashier's check is provided, the bidder shall execute the form of guarantee included with this package. By submitting a bid, the bidder acknowledges that in the event he fails to enter into a contract upon an award of same, the entire amount of the check or bid bond shall be forfeited to the Authority as liquidated damages Maintenance and repair service shall be performed as specified herein and in accordance with the original equipment manufacturers recommendations including the replacement and furnishing of repair parts, except the Authority reserves the right to furnish any part or equipment needed if it may be deemed in its best interests. All Required Bid Forms must be signed via DocuSign through ACUA's eProcurement Portal by a responsible officer of the bidder with authority to make a legally binding commitment on the bidder's behalf. By submitting a bid, the bidder is binding itself to enter into a contract on award by the Authority and may not expressly, impliedly or by conduct reserve any right to withdraw any bid or to refuse for any reason to enter into an awarded contract.
