Project Description: This is an annual pavement replacement of damaged and/or deteriorated asphalt and concrete pavement at Barbours Cut and Bayport Container Terminals. A BID BOND OF 5% MUST BE SUBMITTED WITH RESPONSE. Port Houston promotes business opportunities for all sectors of the community, and recognizes the importance of vendor and supplier diversity in its contracts. In support of that effort and to encourage participation of diverse businesses, Port Houston has established an organizational goal of 35% small business participation in its Small Business Development Program (SBDP) and an aspirational goal of 30% minority- and woman-owned business enterprise (MWBE) participation in its MWBE Program in Port Houston prime contracts and subcontracts. The SBDP and the MWBE Program are collectively referred to herein as "Program." All technical questions and requests for clarification pertaining to the Proposal Documents shall be submitted, at least seven (7) calendar days before the Response is due, using the Port Authority’s BuySpeed eProcurement System. Question Deadline 10/01/2025 Location of Site: The Site of the proposed Work is within the Port Authority's Bayport and Barbours Cut Container Terminals. The Terminals are located as follows: Barbours Cut Terminal, Morgan's Point, TX 77571, and Bayport Container Terminal, 12619 Port Rd, Seabrook, TX 77586. The specific location of each Task Site will be set forth in the relevant Task Order. Any special instructions for access to each Task Site will be set forth in the Task Order. Some of the Work may be performed in a secured/restricted area. Contractor understands and agrees that for any Tasks in a secured or restricted area, all employees, workers, and Subcontractors of Contractor must be in possession of a valid TWIC identification and must comply with all other Port Authority access and security rules.
