The City intends to award two separate contracts for this project: Contract A - Material Supply & Software Set-up: Supply of new water meters (encoder-ready), encoder registers for existing meters to remain, mobile drive-by endpoints (MIUs) with pit hardware, vehicle-mounted mobile reading kit with computer and route software, SaaS/head-end licensing and hosting (mobile AMR), initial configuration and data/interface set-up for the City's current gWorks billing and future Edmunds billing (CSV/flat-file required; API preferred), and training. Contract B - Field Installation of Meters & Encoders: Field labor, tools, traffic control, customer scheduling, installation of meters/encoders/endpoints provided under Contract A, pit/lid work, documentation/asset data capture, and commissioning support Complete definitions, specifications, scope of work, requirements, schedules, and forms are included in the FULL BID PACKET AWARD BASIS: The City may (i) award both contracts to a single proposer, (ii) award Contract A and Contract B to different proposers, or (iii) make no award, all on a best value basis considering price, schedule, qualifications, compliance, and risk. Proposers may bid on Contract A, Contract B, or both. The City will evaluate cross-combinations of A + B proposals to determine the best overall value to the City. The City reserves the right to waive any informalities in the bids and make any award which it con- siders to be in the best interest of the City Of Potosi.
