Renovation of a playground / park / athletic field in Lackland AFB, Texas. Completed plans call for the renovation of a playground / park / athletic field.
This is a combined synopsis/solicitation for commercial products or services for the removal and replacement of a 12-inch AMES 2000SS-OSY Backflow Preventer at the JBSA Golf Course. The requirement is set aside 100% for small business concerns under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with a size standard of 1,500 employees. Only quotes submitted by small business concerns will be considered for award. Interested vendors must refer to the salient characteristics and technical criteria listed in the attached RFQ. Location: JBSA Golf Course, 1050 Harry Wurzbach Rd, San Antonio, TX 78209 The 12" Backflow located at JBSA Lackland Golf Course B2901 is currently violating the Texas Commission on Environment Quality (TCEQ), which can potentially handout a notice of violations that can lead to consisting of fines, restrictions and potential removal of water service tap. The main objective for the contractor will be to replace the backflow and to bring it up to state-mandated requirements. The current backflow preventer is seized internally on the check valves and main control valves, failing all routine state mandated testing protocols. Replacement of the backflow prevention assembly will keep 502 CE within state mandated compliance, preventing any future violations, fines or discontinued system usage. This is a brand name requirement for the purchase of a single AMES backflow preventer, to include installation, Model: 2000SSO5Y 12" Double Check Valve Backflow Preventer Assembly, Domestic OSY (Outside Screw and Yoke) Shutoffs with Cam Check Valves. The current 12" Backflow located at the JBSA Lackland Golf Course, B2901, seized internally on the check valves and main control valves. The seize is causing the preventer to fail all routine state mandated testing protocols, which can lead to various fines, restrictions, and potential removal of water service tap The Contractor shall coordinate with the Facility Manager, or CE Project Manager, before the actual work is to commence to minimize mission impact or deficiencies that may occur during the normal work week, Monday through Friday 7:00 a.m. to 5:00 p.m. The Contractor shall provide the following items and incidental services: A. Contractor shall isolate and decommission the existing 12" backflow preventer and replace with AMES, Model: 2000SS-OSY 12IN Double Check Valve Backflow Preventer Assembly, Domestic OSY (Outside Screw and Yoke) Shutoffs with Cam Check Valves. B. The contractor shall safely remove the existing assembly and associated components, reconnect piping, and ensure all fittings, valves and supports comply with Texas Administrative Code Title 30, Chapter 344. The contractor shall perform pressure testing and certification by a licensed, TCEQ-approved backflow prevention assembly tester. Upon completion of the 12-inch backflow installation, the contractor shall restore the system to full operation and provide 502 CE PM and 502 CE Plumbing shop with documentation of the installation and testing. The form will provide the initial testing documentation that shows the Backflow Test Report
