No definite date for the rebid.** The Kern County Water Agency (Agency) invites interested bidders (Bidders) to submit sealed bids (Bids) for the furnishing of all labor, materials, tools, equipment, services, transportation, permits, utilities and other items reasonably necessary to satisfactorily complete the Work generally described in this Notice Inviting Sealed Bids and more specifically described in the Contract Documents (Sections 00100 et seq.). Description of Work A general description of the Work is as follows: Bidder shall provide all labor, materials, equipment and perform all work necessary to complete both North and East Pipeline repairs. The North Pipeline, consists of excavating a test pit, exposing the pipeline where the gas lines cross, and complete stray current retrofit, air valve piping and insulating flange kit installation. The East Pipeline consists of excavation to expose and repair the joints needed to restore electrical continuity. Required Contractor's License Pursuant to Public Contract Code section 3300, Bidders shall possess the following contractors license(s) at the time a contract is awarded for the Work: California General Engineering Contractor's License Class "A" - These classifications are provided for informational purposes only. The Agency does not warrant that all classifications required for the project are listed. Required Experience Bidder shall have a minimum of ten (10) years practical experience and successful history in the installation of cathodic protection systems and steel piping of similar size or larger. Evaluation of Bids Pursuant to Public Contract Code section 20103.8, the lowest Bid shall be the lowest Bid price on the base contract without consideration of prices on additive or deductive items. If a contract is awarded, the lowest responsive and responsible Bidder submitting the lowest Bid shall be awarded a contract for the Work. Nothing contained herein shall preclude the Agency from adding to or deducting from the contract any additive or deductive items after the lowest responsive and responsible Bidder has been determined or to determine that no contract will be awarded. DIR Registration Pursuant to Labor Code sections 1725.5 and 1771.1, no Bidder, and no subcontractor listed by a Bidder in its Bid, shall be qualified to Bid, be listed in a Bid, or engage in the performance of any contract for the Work unless currently registered with the Department of Industrial Relations. Prevailing Wages Pursuant to Labor Code section 1773, the Agency has obtained the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which the Work is to be performed for each craft, classification, or type of worker needed to execute a contract for the Work from the Director of the Department of Industrial Relations. Not less than the general prevailing rate of per diem wages and not less than the general prevailing rate for holiday and overtime work in the locality in which the Work is to be performed shall be paid to all workers performing Work. The general prevailing rate of per diem wages and general prevailing rate for holiday and overtime work in the locality in which the Work is to be performed are available for inspection at the Agency. Apprentices Pursuant to Labor Code sections 1777.5 and 1777.6, before commencing Work, every contractor is required to submit contract award information to an applicable apprenticeship program that can supply apprentices to the site of the Work. The information submitted must include an estimate of journeyman hours to be performed under the contract for the Work, the number of apprentices proposed to be employed, and the approximate dates the apprentices would be employed. A copy of this information must be submitted to the Agency, if requested by the Agency. Within sixty (60) calendar days after concluding work on the contract for the Work, each contractor and subcontractor must submit to the Agency, if requested by the Agency, and to the apprenticeship program a verified statement of the journey and apprentice hours performed under the contract for the Work. This information shall be public. Event Site Walkthrough Description: Mandatory Pre-Job Walk Bidders are required to attend a mandatory pre-job walk. During the pre-job walks, the Agency reserves the right to impose restrictions to protect staff, participants and the public. The Agency reserves the right to impose restrictions to help protect the health and safety of staff, participants and the public and to help ensure the orderly process of bid opening, including, but not limited to, conducting a virtual bid opening or requiring participants to be screened prior to entry.
