This project involves the application of a chip seal treatment over a 1-mile stretch of Toltec Road, extending from Aztec Street to the Robson Ranch community. Chip sealing is a cost-effective method of road resurfacing that involves applying a layer of liquid asphalt followed by the spreading of crushed stone or aggregate, which is compacted to create a durable, smooth, and skid-resistant surface. The primary purpose of this project is to provide all-weather access along Toltec Road, improving road conditions for year-round use. Additionally, the chip seal will serve as an effective dust control measure, significantly reducing dust emissions that affect both local residents and travelers in the area. As part of the project, a detailed analysis will be conducted to evaluate the most cost-effective dust control measures to ensure that the treatment maximizes both road durability and environmental benefits. Various methods, including additional dust suppressants and techniques for controlling road surface erosion, will be considered to reduce airborne particulate matter and minimize maintenance costs. This treatment will improve both the safety and quality of life for those using the road daily, particularly those accessing Robson Ranch, while minimizing long-term maintenance and environmental impacts. As of September 12, 2025, this project is included in the City of Eloy's FY 2026-2031 CIP. Information regarding a design firm and the general contractor selection timeline has not been disclosed.
