The City of Palm Springs is seeking proposals for services to update its Pavement Management Program (PMP). The City uses the StreetSaver software to monitor pavement condition index (PCI) scores and maintenance history for all roadways within the public right-of-way. The most recent citywide pavement condition survey was completed in 2022, with the final report issued in May 2023. The goal of this project is to conduct a new pavement condition survey and provide updated data for the City's roadway network, which encompasses approximately 245 miles of streets. This information will be used to evaluate current pavement conditions, update PCI scores, and support the City in developing maintenance and rehabilitation priorities for the next 5 years. This RFP invites consultants to propose innovative yet practical methods for completing the pavement management update, with clear explanations of any proposed enhancements to the standard process and how these would benefit the City. The scope of work generally includes pavement inspection, assessment, and rating; evaluation and integration with StreetSaver or another recommended software platform; coordination with utility agencies and Private Development to avoid project conflicts, preparation and presentation of a pavement management update report; and development of a 5-year capital improvement plan. Notes A. Experience: The Responder must have at least 15 years' experience providing engineering services for public works projects. Responders shall outline this experience in Section A of the request for proposals. Related Projects: The Responder must list two (2) pavement management related projects completed within the last 10 years and one (1) within the last five (5) years' for a public agency. The firms' contract price for these projects must be equal to or greater than $100,000 each (design/support costs, not total construction costs).
