The Districts is seeking qualified contractors to furnish, deliver, and install a License Plate Recognition (LPR) system at five (5) District locations. The LPR systems must include cameras, hardware, and software components capable of monitoring, logging, and verifying vehicles entering each site. This installation aims to enhance access control, ensure accurate vehicle tracking, and support regulatory, safety, and operational requirements. The selected contractor(s) will be responsible for the complete deployment of the LPR systems, including configuration, integration, and any necessary training or support services. For questions or technical issues, bidders should use the QuestCDN online portal before the last day for questions, October 17, 2025, at 3:00 PM (PST).. scope The scope of work for the project involves furnishing and installing License Plate Recognition (LPR) camera systems at five designated District sites: Pomona Water Reclamation Plant, Lancaster Water Reclamation Plant, A.K. Warren Water Resource Facility, Saugus Water Reclamation Plant, and the Joint Administration Office (JAO). The systems must monitor vehicles entering and exiting each facility by capturing high-resolution license plate images. Key points of the scope include: Providing all labor and materials necessary for installation. Installing Verkada-branded LPR cameras and software or approved equivalent products. Deploying specific Verkada camera models at each site along with necessary hardware such as junction boxes and cloud licenses. Ensuring cameras are strategically mounted and positioned to capture clear images of vehicle rear license plates. Integrating cameras into the Verkada Command Platform or equivalent for remote monitoring, management, and cloud storage. Supporting AI-driven license plate recognition for various vehicle types, including heavy-duty trucks. Maintaining a minimum of one-year data retention for license plate captures and video footage. Offering features such as infrared/night vision, high-speed capture, cloud-based access, and reliable low-light/nighttime operation. Completing installation within 60 calendar days from receipt of equipment. Providing system demonstrations and technical training for District staff.
