As of December 22, 2025, this project is in design status and an RFP will be issued in February. Reference Number 0000402952 Subaccount No.: 20980 - COMBO This is a request for the Statement of Qualifications (SOQ) from contractors interested in submitting for the Elmore project. The Federal Highway Administration (FHWA) and CDOT are in the process of completing National Environmental Policy Act (NEPA) Reevaluations for the US 160 project. It is anticipated that the Reevaluations will be complete before the Final RFP is released. This Project and Work are in conformance with the NEPA. The Project and Work shall not preclude anything required as part of US Highway 160 from Durango to Bayfield La Plata County, Colorado FEIS/ROD (2006), and subsequent reevaluations. Project mitigation measures shall be implemented with the Work. No Project mitigation measure resulting from the Work shall be deferred to a future project. The mitigation commitments identified in these NEPA documents have been consolidated, and in some instances revised, as part of a Reevaluation. The intended construction on US 160 is part of a long-range plan for enhanced mobility and improved safety for the southwestern Colorado region. The US 160 Corridor is a key component for future growth, providing mobility, safety, economic vitality, and connectivity for the Four Corners area and all communities within this region. Question Deadline 12/08/2025 at 2:00 PM MT Questions are submitted online No CDOT reserves the right, in its sole discretion, to cancel this RFQ, issue a new RFQ, reject any or all SOQs, seek or obtain data from any source that has the potential to improve the understanding and evaluation of the responses to this RFQ, seek and receive clarifications to a SOQ and waive any deficiencies, irregularities, or technicalities in considering and evaluating the SOQs. Improve Safety, Mobility and Efficiency: Maximize safety, mobility, and travel efficiency improvements for US 160 as much as possible within the financial constraints of the Project. Enhance the corridor by adding or extending passing and climbing lanes, improving intersections, widening shoulders, and upgrading roadway elements to current design standards. Decrease the number and severity of crashes. Promote safety for both motorists and wildlife. Minimize Impacts to Highway Users: Minimize construction impacts to the traveling public Maintain two lanes of traffic throughout construction in accordance with the Region 5 Lane Closure Strategy, Prioritize continuity of service, efficient traffic management, and clear communication to the traveling public to limit inconvenience including minimizing impacts to the surrounding Roadway network during construction. Maintain Effective Partnership and Commitment throughout: Provide effective coordination throughout design and construction. Ensure that CDOT's goals, values, and Technical Criteria are fully integrated into Work. Develop and foster a trusted partnership with CDOT and encourage collaboration among all team members
