This is an indefinite quantity, time and materials contract supplemental to work done by APS sheet metal workers and will be used for installation, repair, replacement of sheet metal as well as other miscellaneous related (ductwork and HVAC) work. Work performed under this contract is subject to strict APS internal controls. Execution of any project within the scope of this contract shall be initiated by the in-house submission of a work order to the attention of appropriate authorized APS contact. A decision will be made by APS to utilize this contract for all or any portion of the work or to accomplish any particular project with APS crews. Contractor shall have no access to work orders and shall not enter into APS administrative decisions. APS also reserves the right to bid any specific project separately. APS will determine site(s), which need service. Contractor shall physically visit the area with an authorized APS representative and prepare a job estimate. Job estimate is to be submitted to APS. The estimate shall be completed by the contractor itemizing the applicable bid pricing with proper extensions, description of product, unit pricing, estimated labor hours and total estimated cost. APS will review the estimate and either provide written approval or request clarification and negotiate discrepancies as necessary. Change orders will follow the same guidelines. Note that APS does not pay for estimates. Contractor must include those costs in his overhead calculations. It shall be the contractor's responsibility to contact the authorized APS representative to obtain written clarification, further instructions, additional specifications, more details, or any other pertinent information required before proceeding with any work. APS intends to have sufficient preliminary layout and design work done prior to the start of the project. The written scope of work data, the final approved proposal and Construction Report Form shall define the scope and the estimated cost and must be approved by APS before any work can begin. APS may inspect projects at any time with or without prior notification. APS shall have the right to observe all work before it is covered. Should any work be covered contrary to request or to any requirement of the contract documents, APS may order it uncovered for its own observations. The contractor shall uncover and replace all such work at his own expense. Any work or materials installed contrary to the requirements of the contract documents or rejected as defective by APS shall promptly be removed, replaced and/or corrected as necessary. Any associated costs will be borne by the contractor. New construction or major remodeling projects are usually bid separately as a complete project to include the necessary sheet metal and will not typically be a part of this contract. Licensing Requirements: Contractor shall be properly licensed, under the New Mexico Construction Industries Regulations, for all aspects of work requirements. Actual work shall be performed by workmen properly licensed or appropriately skilled in applicable trade. A MM-3 and MM4 license is required. Awarded contracts and all renewals cannot exceed 30,000 million five hundred dollars ($30,000,000) over ten (10) years. Additionally, Per APS any one purchase order awarded cannot exceed seven million dollars ($7,000,000). Term of contract/s will be three (3) years with the option to renew annually for up to six (6) additional years. In accordance with NMSA 1978, 13-1-131, this RFP may be canceled or proposals may be rejected in whole or in part when it is in the best interest of Albuquerque Public Schools.
