The objective of the Project is to remediate the Site to allow for return of ownership for the Site to the NHCN. Following the selected method from the RAP, remediation will be achieved by constructing a SCC, completing a remedial excavation at the Site and treating the impacted soil in the SCC via bioremediation. Construction of the SCC to begin in 2025, and if required, to be completed in the first half of 2026 will enable the remediation work to begin in a timely manner to meet the completion deadline. Impacted soil identified in the RAP, totaling an ex-situ volume of 45,200 cubic metres (m3) will require treatment in the SCC (Stantec, 2024a). An additional 15% volume contingency, for a total of 52,000 m3, will be incorporated into the final capacity of the constructed SCC. The SCC construction and remediation excavation/backfilling is expected to be completed over 2 years, and the soil treatment is expected to be completed over 3 year following excavation completion The policy shall be written on a form like that known and referred to in the insurance industry as IBC 2100 -Commercial General Liability policy (Occurrence form) and shall provide for limit of liability of not less than $2,000,000 inclusive for Bodily Injury and Property Damage for any one occurrence or series of occurrences arising out of one cause. Legal or defense costs incurred in respect of a claim or claims shall not operate to decrease the limit of liability.
