Larkspur Projects ("Larkspur"), on behalf of its client, the Owner, the YWCA Banff ("YWCA"), invites Proponents to submit proposals for the provision of preconstruction and construction management services for the proposed new Affordable housing buildings. Larkspur has been engaged by the YWCA to provide development management services for the RFP, planning, design, and the construction process. The Town of Canmore is experiencing a housing crisis. The Moustache Lands, a 2.3-hectare site, will be transferred from the Province of Alberta to the Town of Canmore. The lands are well-positioned along the Trans-Canada Highway and in between two existing housing developments. It is envisioned to be an active site, with mixed-use buildings focused on providing mixed income housing and programming. The YWCA Banff, a longstanding leader in affordable housing and wraparound supports in the Bow Valley, has undertaken a strategic feasibility assessment in response to the Town of Canmore's potential development of the Moustache Lands. This opportunity holds the potential to realize YWCA Banff's vision for the Higher Ground project: a purpose-built initiative addressing housing insecurity and domestic and sexual violence in the Bow Valley corridor. The YWCA has generated a plan for the site that provides immediate housing, while also planning future housing into the future in a phased approach to the development of the entire site.
