Site work and paving for a mixed-use development in Port Washington, New York. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
This project consists of three separate contracts for compliance with Wicks Law and generally consists of the construction of a new granular activated carbon facility including a building enclosure and new piping, valves, chemical treatment, and all appurtenances and accessories as shown on the Drawings and specified herein. The work also includes all associated connections to the existing wells, power, controls, SCADA, all wiring and devices, miscellaneous building improvements at existing facilities, site paving and restoration, and other utility work as shown and called for in conformance with the Contract Documents. Contractors shall comply with all NYS Environmental Facilities Corporation (NYS EFC). Minority/ Women's Business Enterprise (M/WBE) and Service-Disabled Veteran Owned Business (SDVOB) Program requirements as well as applicable Village, County, State and Federal Laws and Regulations. Question Deadline 09/24/2025 at 4:00 PM ET All questions must be submitted, in writing, to Stephen Laun. Questions must be sent via email to slaun@db-eng.com. Each Bid must be accompanied by a certified or bank cashier's check made payable to OWNER, or a Bid Bond issued by a surety licensed to conduct business in the state where the Project is located and having a Best Rating of A- or better from A.M. Best Company and named in the current list of "Companies Holding Certificates of Authority as Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Financial Management Service, Surety Bond Branch, U.S. Department of the Treasury, in an amount not less than five percent of the amount of the Bid submitted. The Bidder to whom the OWNER proposes to award the Contract will be required to furnish performance and payment bonds and the necessary insurance certificates as prescribed in the General Conditions and the Supplementary Conditions upon the execution of the Agreement within ten (10) days of the Notice of Award. This project is to be funded in whole or in part using funds from the New York State Environmental Facilities Corporation (NYSEFC). All projects funded by the NYSEFC must conform to the goals stated in NYS Executive Law - Article 15-A and 17-B. The Contractor will agree to make documented "good faith efforts" to utilize a combined goal of 30% Minority Business Enterprise(s) and Women's Business Enterprise(s) for this project; and a 6% Service-Disabled Veteran Owned Business goal. The OWNER reserves the right to reject any or all of the Bids received, to readvertise for Bids, to abandon the project, to waive any or all informalities in any Bid received and to accept any proposal which the OWNER decides to be for the best interest of the OWNER. The Work to be done under this Contract and in accordance with these Specifications and Drawings consists of furnishing of plant equipment, superintendents, labor, skill, material and all other items necessary for the construction of the PFAS Treatment at Wells 1 and 2. The Contractors shall perform all Work required for such construction in accordance with the Contract Documents and subject to the terms and conditions of the Contract, complete and ready for use. B. The Work to be done under this Contract shall be the responsibility of three (3) Prime Contractors, a General Contractor, an Electrical Contractor, and a Plumbing Contractor, each skilled in the work described within the designated Divisions. The Prime Contractors may subcontract such work as requires mechanics other than those normally employed, but the entire responsibility for complete performance of the Contract shall remain with the Prime Contractors. C. The Prime Contractors shall coordinate and communicate with each other through verbal and written communication, as may be necessary to facilitate the progress of construction to conform to the project schedule and term as defined in the agreement. Communication shall include transmittal of approved shop drawings that contain information relevant to other trades and contracts, weekly updates to progress schedules, telephone communication to support the expedited completion of work, delivery of pipe sleeves, embedded equipment and coordination of masonry openings, and other means as necessary. D. Whenever used in these Contract Documents, the term "Engineer" shall refer to the firm of D&B Engineers and Architects, D.P.C., acting directly, or through properly authorized agents, such agents acting within the scope of the particular duties entrusted to them. 1. Demolition and removal of the existing GAC vessel and all associated equipment pads, fences, piping, and appurtenances. 2. Furnishing and installing one set of granular activated carbon vessels (2 vessels total), each vessel shall be capable of holding 40,000 lbs. of granular activated carbon. 3. Construction of a new building to enclose the new granular activated carbon treatment system, related process, chemical treatment and electrical equipment. 4. Demolition of the existing Well 2 vault and raising of Well 2 above grade. 5. Construction of a new building to enclose the raised Well 2 and all related piping and electrical equipment. 6. Construction of new permanent shoring. 7. Construction of new exposed and below grade piping, valves, and appurtenances. 8. Furnishing and installing new blowoff and drainage structures, piping, and associated appurtenances. 9. Construction of new retaining walls. 10. Construction of new asphalt and concrete pavements and sidewalks. 11. Construction of new site stairs and access ramps. 12. Grading, furnishing and installing topsoil, seeding, and planting of perennials, shrubs and small trees. 13. Furnishing and installing a new standby natural gas generator and related equipment, including a load bank, and all necessary connections conduit, and wire. 14. Furnishing and installing a new site electrical service including all appurtenances. 15. Furnishing and installing electrical duct banks, conduit, wiring, light fixtures, and panels as shown on the Drawings. 16. Furnishing and installing new site lighting including all appurtenances. 17. Furnishing and installing security cameras for the site including all appurtenances. 18. Removing and disposing of three existing booster pumps and motors in the Booster Building and furnishing and installing three new booster pumps and motors. 19. Removing and disposing of the Well 1 pump and motor in the Well 1 building, rehabilitating the well, and furnishing and installing a new well pump and motor. 20. Removing and disposing of the Well 2 pump and motor in the Well 2 vault, rehabilitating the well, and furnishing and installing a new well pump and motor. 21. Building an extension for the existing PreFabricated Garage utilizing the existing building's manufacturer (Star Building Products). 22. Furnishing all labor, materials, equipment, and appurtenant work necessary to perform abatement of any hazardous materials affected by the work as specified in and in accordance with the Contract Documents. 23. Furnishing and installing a new natural gas service, including all appurtenances, to serve the new natural gas generator, the new GAC building, and the new Well 2 building. 24. Furnishing and installing site fencing, gates, and access control system, including all appurtenances. 25. Connections of new sanitary facilities to the existing sanitary connections including all appurtenances. 26. Miscellaneous improvements at the Administration Building including, but not limited to, replacement of all interior lighting with LEDs, replacement of front and parking lot doors, replacement of all carpet within the building, replacement of interior stair treads, replacement of asphalt shingle roof, gutters, soffits, and leaf guards, replacement of heat and AC units, renovation of all three bathrooms, addition of a water bottle fill station, replacement of damaged lintels, repointing of walls where required, replacement of tile flooring, renovation of the lounge area, counter/reception area, and boardroom pantry area, additional electrical outlets for desks, a ladder to the attic, replacement of the ceiling tiles, construction of a portico, and replacement of windows. 27. Miscellaneous improvements at the Booster Building including, but not limited to, replacement of all interior lighting with LEDs, removal of direct drive diesel motor and cooling unit, replacement of direct drive pump with electric pump and motor, replacement of flow meters with magnetic flow meters, full electrical upgrade including replacement of MCC, booster controls, VFD for two smaller pumps, and RTU, removal of caustic pumps, replacement of tablet chlorinator, replacement of lab sample sink, replacement of chemical safety panels, removal of caustic tank gauge and leak detection panel and probes, replacement of heaters, replacement of exhaust fans and louvers, replacement of all floor grating with FRP, replacement of all man doors and all windows, replacement of roofing, replacement of damaged lintels, repointing of walls where required. 28. Miscellaneous improvements at the Prefabricated Garage including, but not limited to, design and installation of fire alarm and suppression systems, pitching of existing floor, installation of hose bibbs, replacement of all interior lighting with LEDs, addition of more heaters, replacement of man door and addition of a new man door, installation of additional power outlets, repair of damaged gutter. 29. Miscellaneous improvements at the Field Office including, but not limited to, replacement of all interior lighting with LEDs, installation of a split AC unit for the building, replacement of existing kitchen AC with a split AC unit, install new laminate flooring and ceiling tiles in the kitchen, replacement of cabinets, countertops, sink, and outlets in the kitchen, renovation of the locker room, installation of a new bathroom including toilets, sink, and shower, installation of a new ice maker, installation of a SCADA monitor, painting of building interior, replacement of the building stairs, replacement of communications lines including a phone line to make internal and external calls, removal and cleanup of exterior wires, replacement of all man doors and all windows, block up the covered window, replacement of damaged lintels, repointing of walls where required. 30. Miscellaneous improvements at the Masonry Garage including, but not limited to, replacement of all interior lighting with LEDs including in upstairs storage area, replacement of existing power outlets and installation of additional outlets, renovation of the existing bathroom, addition of a split AC unit for the bathroom, replacement and relocation of the compressor with a new 40-50 gallon belt driven compressor, replacement of the water service, replacement of all man doors and all windows, replacement of all rollup door sills, replacement of building heaters, removal of roof skylights, replacement of roof, replacement of damaged lintels, repointing of walls where required. 31. Miscellaneous improvements at the Well 1 Building including, but not limited to, replacement of all interior lighting with LEDs, addition of automatic blowoff capability, replacement of flow meter with a magnetic flow meter, full electrical upgrade including replacement of MCC, well controls, and RTU, replacement of heaters, replacement of all man doors and all windows, replacement of roofing, repair of concrete floors, replacement of damaged lintels, repointing of walls where required. 32. Miscellaneous improvements at the Ground Storage Tank including, but not limited to, rehabilitation of tank including replacement of broken bricks and spalling exterior concrete, removal of tank roofing system and evaluation of underlying concrete slab, possible replacement of roofing system or possible replacement of entire tank roof depending on the evaluation, replacement of tank vents, addition of duckbill check valves to overflow and drain pipes, installation of handrail around top of tank, installation of a safety climb device on the interior wet ladder, replacement of existing exterior ladder with stairs and a lockable gate.
