The Town of North Hempstead, Department of Public Works, is seeking proposals for professional engineering services related to the development of a plan for shoreline stabilization at the north end of North Hempstead Beach Park in Port Washington. The existing bulkhead, beachfront, promenade, and bathrooms along the shoreline are approximately 60 years old and require replacement and/or rehabilitation. The current bulkhead is made of timber sheet piles, and the adjacent concrete promenade and steps are supported by timber piles. Significant sand transport has resulted in a loss of usable beach along approximately 850 linear feet, leading to the undermining of the promenade, a significant drop from the concrete steps to the beach, and exposed bulkhead timber piles. The scope involves conducting a site assessment of the bulkhead, identifying problem areas, and recommending whether to repair or replace the bulkhead. The work will need to be coordinated with existing structures, such as steps, bathrooms, and launches. The consultant hired will prepare construction bid documents, assist the Town during the bid phase, and provide construction administration services. The bid package must include the acquisition of all necessary permits and approvals required to construct the proposed improvements, including those from various regulatory and utility agencies. The Consultant who is hired by the Town will prepare construction bid documents, assist the Town through the bid phase and provide construction administration services. The primary focus of this project includes but is not limited to the following: The bid package shall include securing all permits/approvals needed to construct proposed improvements, including but not limited to; NYSDEC, Army Corps of Engineers, NYS Department of State, Nassau County Department of Public Works, Town of North Hempstead Building Department, Port Washington Water Pollution Control District, Port Washington Water District, PSEG, National Grid, Cable/Telecommunication companies and all other applicable entities etc. During the evaluation process, the Town reserves the right, where it may serve the Town's best interest, to request additional information or clarification from a proposer, or to allow corrections on non-material errors or omissions or waive non-material requirements. The Town reserves the right, as best serves its interest, to change the due date for receipt of proposals. The method of Contractor Selection has not been Determined at this time.
