Site work and renovation of a civil project in Lebanon, Ohio. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
The project includes the fiber optic upgrades Little Lower Miami Waste Water Treatment Plant, Richard A Renneker Water Treatment Plant, East Well Field, Lytle Water Tank, And Zoar Water Tank. The Upgrade work mainly includes but is not limited to installation of new single mode fiber, system testing and documentation and removal of existing multimode fiber. The estimated contract value is $ 850,000. A bid guaranty, as required by Ohio Revised Code, Section 153.54, shall accompany each proposal submitted, as follows: 1. A Certified check, cashier's check, or letter of credit equal to ten (10) percent of the bid. A letter of credit may only be revocable by the Owner. Upon entering into a contract with the Owner, the contractor must file a performance bond for the amount of the contract, and the bid guaranty will then be returned to the successful and unsuccessful bidders upon contract execution. 2. A form of bid guaranty bond (attached) for the full amount of the bid. Such bond is retained for the successful bidder but returned to unsuccessful bidders after the contract is executed. The Board of Warren County Commissioners reserves the right to accept the lowest and best bid, to reject all bids, and to waive any irregularities in bids. Description of Project: This contract is divided into 4 projects. a. Part A pertains to Fiber Optic Upgrades at Lower Little Miami (LLM WWTP). b. Part B pertains to Fiber Optic Upgrades at Richard A Renneker Water Treatment Plant and East Well Field (EWF).c. Part C pertains to Fiber Optic Upgrades at Lytle Water Tank. d. Part D pertains to Fiber Optic Upgrades at Zoar Water Tank. Work scope for these projects are below:Part A LLM WWTP Fiber Optic Upgrades: A1. Mobilize to perform the scope of work indicated in Items A2-A15. A2. Conduct site visits to confirm fiber optic cable routing shown in Contract Documents. Field measure and confirm cable and conduit lengths and confirm equipment quantities needed prior to procurement. A3. Remove existing multi-mode fiber. All removal work can be done only after new fiber installation is complete and in operation for 5 days. A4. Procure and install Single Mode OS2 24 Strand Fiber inside LLM WWTP for: a. Sludge Dewatering Building to Sludge Holding Tank Building b. Sludge Holding Tank Building To Chorine Building c. Chorine Building To UV Building d. UV Building To Secondary Sludge Pump Station No. 1 e. Secondary Sludge Pump Station No. 1 To Secondary Sludge Pump Station No. 2 f. Secondary Sludge Pump Station No. 2 To Secondary Sludge Pump Station No. 3 g. Secondary Sludge Pump Station No. 3 To Operation and Maintenance Building No. h. Operation and Maintenance Building No. 1 To Blower Chemical Building i. Blower Chemical Building To Sewer Maintenance Building j. Blower Chemical Building To Main Gate Camera k. Blower Chemical Building To Pre-Treatment Building l. Pre-Treatment Building To Sludge Dewatering Building m. Contractor to verify and confirm fiber lengths prior to procurement and installation. n. Existing conduits shall be used for fiber installation. o. Any disruption to plant operations during installation shall need to be coordinated with Owner with a minimum 5-day notice. A5. Procure and install Stratix 5800 Managed Switches. A6. Procure and install Stratix 5200 Managed Switches. A7. Procure and install XLE 240-Watt Power Supply 24V. All power supplies and devices shall need to be fused. A8. Procure and install XLE 120-Watt Power Supply 24V. All power supplies and devices shall need to be fused. A9. Procure and install High-Capacity Secure Digital Card. A10. Procure and install Single Mode SFP Transceiver Module. A11. Procure and install patch cable and associated hardware for termination. Excessive patch cable shall not be installed unless approved by Owner. A12. Clean, terminate and test 120 single mode fiber ends. A13. Provide services to assist Warren County switch from multi-mode fiber to single mode fiber after all cables are terminated and tested. Any disruption to plant operations during switch over shall need to be coordinated with Owner with a minimum 5-day notice. A14. Provide the onsite services below: a. Owner will provide network information for Contractor to configure and set up new network switches. b. Configure and test each network system and provide configuration report for each new switch. c. Verify communications on each segment of the cable network and ensure there are no issues. A15. Provide below system documentation: a. Contractor to update all new modifications to the existing control panels and provide updated drawings. Owner will provide the base PDF drawings of existing panels for Contractor to edit. Part B RAR WTP and EWF Fiber Optic Upgrades: B1. Mobilize to perform the scope of work indicated in Items B2-B19. B2. Conduct site visits to confirm fiber optic cable routing shown in Contract Documents. Field measure and confirm cable and conduit lengths and confirm equipment quantities needed prior to procurement. B3. Remove existing multi-mode fiber. All removal work can be done only after new fiber installation is complete and in operation for 5 days. B4. Procure and install Single Mode OS2 24 Strand Fiber inside RAR WTP for: a. Pull Box adjacent to RAR WTP Chemical Feed Building to RAR WTP Chemical Feed Building b. RAR WTP Chemical Feed Building to RAR WTP High Service Pump Building. c. RAR WTP High Service Pump Building to RAR WTP Gravity Filter Building. d. RAR WTP Gravity Filter Building to RAR WTP Maintenance Building. e. RAR WTP Maintenance Building to RAR WTP Control Building. f. RAR WTP Control Building to RAR WTP Chemical Feed Building. g. Contractor to verify and confirm fiber lengths prior to procurement and installation. h. Existing conduits shall be used for fiber installation. i. Any disruption to plant operation during installation shall need to be coordinated with Owner with a minimum 5-day notice. B5. Procure and install Single Mode OS2 24 Strand Fiber inside a 2-inch Schedule 40 PVC conduit from RAR WTP Pull Box adjacent to Chemical Feed Building to EWFElectrical and Control Building DCC. B6. Procure and install Stratix 5800 Managed Switch. B7. Procure and install Stratix 5800 Expansion Module. B8. Procure and install XLE 240-Watt Power Supply 24V. All power supplies and devices shall need to be fused. B9. Procure and install Stratix 5200 Managed Switch. B10. Procure and install XLE 120-Watt Power Supply 24V. All power supplies and devices shall need to be fused. B11. Procure and install High-Capacity Secure Digital Card. B12. Procure and install Single Mode SFP Transceiver Module. B13. Procure and install patch cable and associated hardware for termination. Excessive patch cable shall not be installed unless approved by Owner. B14. Procure and install electric handhole enclosures. B15. Clean, terminate and test 120 single mode fiber ends. B16. Complete any site restoration needed to restore site to pre-construction conditions. B17. Provide services to assist Warren County switch from multi-mode fiber to single mode fiber after all cables are terminated and tested. Any disruption to plant operations during switchover shall need to be coordinated with Owner with a minimum 5-day notice. Question : No interpretations of the meaning of the plans, specifications, or other pre-bid documents will be made to any bidder orally. Every request for such interpretation must be in writing to Don Brewer at dbrewerjr@warrencountyohio.gov.
