Site work and renovation of a civil project in Lebanon, Ohio. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
The City reserves the right to accept or reject any or all proposals; to waive any informalities in the bidding; and to enter into a contract with the bidder who, the City finds, offered the lowest and best proposal. The City also reserves the right to hold all proposals for 60 days after the opening date, even if not accepted or rejected. The work for which proposals are invited consists of the furnishing of all labor, materials and equipment required for the Wastewater Treatment Plant Aeration System Improvements-Project 25-09. The Base Bid Project will include the removal of the existing Schreiber aeration system within Aeration Tank No. 1 and replace it with a new OTT aeration system which is comprised of a full floor coverage diffuser system. Alternate Bids for a diffuser system other than OTT will be considered if determined to be comparable. The City reserves the right to reject all Alternate Bids. Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. To ensure that bidders are basing their bid on complete, accurate and up-to-date information, bidders shall only obtain bidding documents and prepare their bids using bid documents obtained directly from the City of Lebanon. Bids prepared on forms obtained from other sources shall not be accepted. Bidders shall be listed on the official plan holders list on file in the Office of the Contract Administrator at the time bids are publicly opened. Anyone who requests documents by emailing bidding@lebanonohio.gov will automatically be added to the plan holders list. Bids received from bidders who are not listed on the official plan holders list shall not be accepted. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner requires this project be completed no later than Friday, August 7, 2026. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Additionally, all contractors and subcontractors must comply with the prevailing wage rates established by the State of Ohio Division of Labor and Worker Safety Wage and Hour Bureau, and to all EEO requirements.
