Reference Number 0000302300 Question Acceptance Deadline Oct 01, 2025 02:00 PM PDT Pricing Lump sum where a detainee removed a metal ceiling vent cover and damaged a wet cell, and another on August 13, 2025, where a detainee dislodged a light fixture and used restraints to damage the lens of an intercom - the Canada Border Services Agency (CBSA) has identified an urgent need to upgrade the wet cells at the BC Immigration Holding Centre (BCIHC). As CBSA operates only three immigration holding centers across Canada, it is essential that the BCIHC wet cells be modified to safely and securely accommodate high-risk individuals. This project involves a comprehensive review and upgrade of the three existing wet cells to enhance facility security and ensure the safety of both staff and detainees. The primary objective is to assess the current condition of the wet cells and implement security improvements that prevent unauthorized access, tampering, or misuse of fixtures and infrastructure. CBSA requires a qualified consultant with demonstrated expertise in wet cell design and security within detention or correctional facilities. The consultant will be responsible for evaluating existing conditions and providing recommendations that meet or exceed industry standards for safety, durability, and compliance. Scope of Work includes: Security and Structural Review: Assess and reinforce ceiling assemblies to eliminate potential ligature points and contraband concealment risks. All penetrations, access points, and finishes must be evaluated and upgraded as necessary to restrict detainee access and meet CBSA standards Fixture Assessment and Modification: Evaluate the security rating, placement, and tamper resistance of ceiling-mounted or adjacent components - including light fixtures, smoke detectors, sprinkler heads, intercoms, and security cameras. Where necessary, reposition fixtures and specify detention-grade, tamper-resistant models. Ceiling Access Prevention: Review and address the proximity of fixtures to furniture (e.g., beds and toilets) that may enable detainees to reach ceiling elements. Modifications may include layout changes or fixed furniture adjustments. Plumbing Enhancements: Incorporate timed flush valves to control water usage and mitigate risks associated with flooding, vandalism, or unsanitary conditions Electrical Isolation: Provide independent electrical isolation capability for each wet cell to allow for safe maintenance and to mitigate risks during security incidents.
