The Town of Paradise (Town or Town of Paradise) requests qualifications from experienced consultants . The Town of Paradise seeks to engage a qualified engineering design team to deliver professional services for the planning, design, and permitting of a new wastewater treatment facility (WWTF). The selected facility will utilize aerated lagoon treatment with land application discharge through percolation and evaporation ponds. This work is a critical component of the Paradise Sewer Project to restore community infrastructure following the 2018 Camp Fire and provide a fundable, permittable, and scalable wastewater solution. The selected Proposer will become the Consultant and will work collaboratively with Town staff, the Town's Owner's Agent (HDR), and the Sewer Project Ad Hoc Committee to advance the project from 5% to 100% design and support the required environmental review process and regulatory approvals. To design a Wastewater Treatment Facility that meets the design criteria listed below: a) Aerated lagoon(s) secondary treatment b) Average dry weather flow (ADWF) between 40,000 gallons per day (gpd) and 100,000 gpd c) Peak wet weather flow (PWWF) between 100,000 gpd and 300,000 gpd d) Influent wastewater characteristics of approximately 60-75% typical domestic wastewater and 25--40% septic tank effluent e) Percolation/evaporation pond(s) for treated effluent discharge f) Compliance with the requirements of State Water Resources Control Board Order WQ 2014-0153-DWQ General Waste Discharge Requirements for Small Domestic Wastewater Treatment Systems, with a high threat total nitrogen effluent limit g) Planning level design for phased future expansions or upgrades to treat up to up to 1.0 million gallons per day (MGD) ADWF.
