The Butte County Public Works Department (County) is seeking Proposals from a firm or team of firms under a lead consultant whose combination of resources, experience and expertise will provide capable and timely delivery of professional services for design, environmental clearance and regulatory approval of the master plan for the Neal Road Recycling and Waste Facility (NRRWF). The County seeks a qualified firm to prepare a shovel-ready PS&E package for new facilities and infrastructure to be constructed on property owned by the Neal Road Recycling and Waste Facility (NRRWF). The scope includes full construction and bid support services. The PS&E package shall be consistent with the approved NRRWF Master Plan and explore opportunities for developing or improving the following facilities: o New entrance and access road; o Scale house utilizing existing scales; o Office and administration building; o Public recycling center (e-waste, tires, appliances, metals, carpet, and mattresses); o Mixed recycling area (cardboard, plastics, glass, aluminum, etc.); o Construction and demolition debris facility; o Green waste drop-off area; o Reuse Center; and o Solid waste drop-off area. The selected firm will conduct a preliminary alternatives analysis to evaluate design options, establish priorities, and recommend potential project phasing strategies based on available budget resources and potential financing options. The firm will also prepare all necessary environmental documentation and coordinate with applicable local, regional, state, and federal regulatory agencies to obtain required project approvals and clearances. Due to the unique nature of this project and the range of potential design approaches, the County will give due consideration to alternative methodologies proposed by respondents for completing the requested work.
