Portland VA Healthcare System requires full-service panic and intrusion alarm installation and monitoring across six clinic locations: Fairview, Hillsboro, West Linn, The Dalles, Bend, and Salem. The scope includes removal of existing systems, installation of new alarm components, and ongoing remote monitoring and warranty-repair services. Each site will receive keypads, panels, motion sensors, wireless panic alarms, and other security components as specified. Installations must be completed within 30 days of contract award, and monitoring must be active 24/7, 365 days a year. The contractor must respond to alarm activations within five minutes and repair requests within four hours. Warranty repairs must be completed within five business days or accompanied by a mitigation plan. Systems must support monthly live testing, multiple access codes with master code tracking, proximity card or key fob arming/disarming, and remote access for government personnel. Additional keypads and motion sensors are required in Commercial Telecomm Rooms at all sites, configured to remain armed independently. Contractor personnel must comply with VA conduct standards and maintain cleanliness during work. Deliverables include installation schedules submitted within two business days of start and written correspondence to the VA Point of Contact. The contract includes a base year from December 1, 2025, to November 30, 2026, with four option years extending through November 30, 2030.
