The remodel will provide Community Corrections with additional office space, a permanent classroom and an improved lobby featuring a new check-in window. The department has been holding weekly client group meetings in the building’s lower-level public meeting room, but that space will soon become the dispatch center and no longer be available.Facilities Manager Chris Kluge spoke to the Board of Commissioners on Sept. 23 about all of the bids, going one by one. He first discussed awarding the contract bid for the upper level of the LEC remodel during the planning of the Public Safety Center Project, which relocated the sheriff’s department and vacated the Law Enforcement Center.It was approved for the Community Corrections department to expand their staff area, client meeting area and client classroom area of the upper level of the Law Enforcement Center in the prior non-secure side,” he said. “The community corrections client classroom is currently in the lower-level public meeting room, which will eventually be the dispatch area, which will be off limits to Community Corrections. Therefore, a classroom is much needed for staff to continue their weekly group meetings.” The remodel not only takes into account the classroom but will also allow for a larger lobby, enabling two staff members to be at the new check-in window and serve clients simultaneously. Additionally, the Facilities Department worked with Community Corrections to confirm all their needs. “Rice County Facilities would save two bids for a contractor for the upper-level remodel,” said Kluge. “The demo and construction portion of the remodel does not include the floor covering and security, such as the door-badge-reader system and the panic-alarm system. These aspects of the scope will be bid separately on separate line items for approval.” Staff received bids from Met-Con for $189,300 and from Healy Construction for $94,850. Kluge said the project is recommended to be awarded to the low bidder of Healy, which the board unanimously approved. The next bid Kluge discussed was awarding the floor covering for the remodel project. The floor covering throughout the remodel area is still the original carpet. They obtained bids from St. Paul Linoleum, which holds the 2025 State Contract (MN Contract C-432(5) Carpet & Flooring) and the local flooring business, Faribault Interiors. St. Paul Linoleum’s cost is $37,751, while Faribault Interiors submitted a bid of $35,000 for the exact base trim, carpet and labor hours. “Our recommendation is that the floor covering bid would go to Faribault Interiors in the amount of $35,000,” he said. “The county has worked with Faribault Interiors in the past, and they’re well qualified to do this project.” Once the board unanimously awarded the bid to the local company, Kluge discussed security furnishings of the remodel project. He said there’s a need for additional security, providing door-badge access and duress buttons in each meeting room. “Facilities has obtained a quote from our client security vendor, PAAPE Companies, Inc. for the amount of $34,055,” he said. The construction firm will remodel the upper level of the Law Enforcement Center to meet the needs for the Community Corrections Department. Construction Budget: NA Project Description: The Rice County Sheriff's Office vacated the Law Enforcement Center therefore, the upper level will be renovated and remodeled to meet the needs of the Rice County Community Corrections Department. Scope a. Pay for all labor, materials, equipment, and miscellaneous requirements as specified in each category. Anything not expressly set forth, but which is reasonably implied or necessary for the completion and proper performance of the project shall be included. All work shall comply with applicable provisions of the building code. A Purchase Order will be presented for the proposal that meets all the requirements and is deemed best by Rice County. DEMO 1. Demo wall between existing meet rm 2 & meet rm 4 to create meet rm 3. 2. Demo wing wall & toilet at existing jail holding cell for new lactation room. 3. Demo existing carpet and base, prepping the space for new carpet in all of the gray area noted on the attached area layout. 4. Demo window and glass between lobby area and classroom for wall infill that will house a 60" tv with data cable and electrical ran to it. 5. New door opening will be added to enter the classroom. 6. Demo 2 existing paper organizer machines in the classroom area and pay for all costs associated with disposing of them. 7. Salvage existing drop box between lobby and classroom relocating it to the clerical area. 8. Remove existing door at the detainee holding cell (New lactation room) add new wood door with lite kit and hardware as specified in item e.1. 9. Demo existing wall and ceiling coverings in the jail holding cell. CASEWORK 1. Salvage existing base & upper cabinets from the South wall of the Copy/Mail Room, relocating them to the Lactation Room. 2. Salvage existing base and upper cabinets in the southern part of the classroom, relocating them to them to the Copy/Mail Room. 3. Salvage 1 existing open base cabinet, relocating it to the Receptionist area for supporting the drop box. 4. Salvage lobby countertop and cabinet base relocating it to under the lobby tv. DOORS, FRAMES, HARDWARE 1. Provide new HM frame, wood door with lite kit, electrified hardware and lockset from lobby to classroom. Security/access control by owner. 2. Provide new HM frame, wood door with lite kit, electrified hardware and lockset from classroom to receptionist. Security/access control by owner. 3. Provide new HM frame, wood door with lite kit, and storeroom lockset to storage room in classroom. 4. Provide new HM frame, wood door with lite kit, storeroom lockset from receptionist to mail/copy room. 5. Provide new HM frame, wood door with lite kit, electrified hardware for security in meet rm 3. Security/access control by owner. 6. Provide new HM frame, wood door with lite kit, electrified hardware in corridor that enters the employee office area hallway. Security/access control by owner. 7. Provide new wood door with lite kit, pass through door at corridor to existing jail holding cell. Provide new HM frame, wood door with lockset occupied/unoccupied for new lactation room. 8. Modify existing meet rm 1, meet rm 2, meet rm 4, meet rm 5, hallway mail/copy room, hallway receptionist door, and IT data closet door hardware to electrified storeroom locksets, free egress out of rooms. Security/access control by owner. GYPSUM BOARD ASSEMBLIES 1. Infill top of masonry wall and sheetrock between lobby and classroom. 2. Install adjacent new wall to create a storage room off the classroom. 3. Install two new walls between existing meet rm 2 and meet rm 4 to create meet rm 3. 4. Install new gyp wall after existing janitor room that enters the employee office hallway. 5. New walls in existing jail holding cell to create two rooms - a mother's lactation room and entry area that leads to lactation room. 6. Prepare new walls for the Rice County to paint. PLASTER 1. Patch ceiling in stair tower. Includes scaffolding. ACOUSTICAL CEILINGS 1. Patch ceilings at new wall locations and demoed paper organizers. 2. New ACT in mother's lactation. 3. New ACT in entry area to lactation room. 4. New ACT in the classroom storage room. FIRE SUPPRESSION 1. Modify two Sprinkler heads in the lactation room to be common commercial heads. Current heads are detainee cell heads due to it being a prior detainee holding cell. 2. Add a Sprinkler in the storage room being created off the classroom. PLUMBING 1. Demo and dispose of existing security toilet in the detainee cell which will be the new lactation room. Cap the sewer under the floor and water in wall. 2. Disconnect existing sink in meeting room, relocating the existing sink and casework to the lactation room reconnecting the sink. 3. Requires you to re-route existing sewer and water through chase to adjacent room for new sink location. 4. Meet Rm 2 and Meet Rm 4 will be divided to create Meet Rm 3. There will need to be a cut in the existing base board cover to accommodate a new wall. HVAC 1. Provide and install new duct and GRD's as needed for new layout. ELECTRICAL 1. Add electrical outlets and data outlets to new walls in the lactation, meeting room 2, meeting room 3, and meeting room 4. 2. Add electrical outlet and data outlet to exterior classroom wall for new tv. 3. Add electrical to exterior receptionist wall as needed to allow for two talk through devices located at both receptionist desks. 4. Hardwire PAAPE Controls System control panel with 110V power and add an electrical outlet in the IT data closet. 5. Add flat panel lighting to storage room, lactation room, and entry area to lactation room. 6. Add flat panel lighting as needed in the area where the paper organizing machines are being removed to allow for adequate lighting in the classroom.
