The City of Richmond is accepting bids for general contracting services for the Patterson Ave. and St. Christopher's Rd New Traffic Signal Project which includes, but is not limited to, the installation of traffic signal poles foundations and mast arm poles, conduits, junction boxes, traffic signal heads, pedestrian signal indicator (countdown), signage, sidewalk, wheelchair ramps, pavement markings, and other traffic related equipment. AWARD NO 501188 Completion within 240 consecutive calendar days after Notice to Proceed. The City of Richmond's Department of Public Works Transportation Engineering Division (TED) operates and maintains 480 traffic signalized intersections. The City of Richmond developed this project to improve motorist and pedestrian safety at this unsignalized intersection. Scope of Construction Construction includes, but is not limited to, the following work: Installation of signalization system. Installation of new concrete curb, sidewalks, curb ramps, and pedestrian signals. Installation of new ADA-accessible curb ramps. Installation of traffic signs, markings, and crosswalks. Installation of landscaping. Installation of a median. Installation of storm water drainage. Installation of water distribution. Excavation and removal of existing concrete, earth, pavement, and other items. Construction of asphalt pavement and speed tables. Erosion and sediment control, including topsoil and permanent seeding. Detours and maintenance of traffic. Mobilization. Any other miscellaneous work as directed by the engineer. The period of performance for the project shall be 240 consecutive calendar days for substantial completion of the base bid and 365 consecutive calendars for completion of both the base bid and the additive bid. These days include allowances for inclement weather and holidays. Work is permitted on this project from 7:00 AM to 6:00 PM Monday through Friday. No work shall be performed on Saturday, Sunday, or the following holidays or special events without written consent of the City: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Holidays (Wednesday thru Friday), and Christmas Holidays (Christmas Eve & Christmas Day). During the solicitation phase, contact with City officials or representatives of the City shall be limited to City staff from the Department of Procurement Services (DPS). Contract award shall be based on the total extended bid price and shall be made to the lowest responsive, responsible bidder. The City reserves the right to perform all, part or none of the work. Any bidder submitting a bid for a construction Contracts in excess of $100,000 shall submit to the City a bid guarantee of not less than five percent (5%) of the bid amount set forth in item 14 of the Bid Form. Such security may be a certified check or a cashier's check or a Bid Bond made payable to the Owner. The Owner may require bidders submit bid security for lesser bid amounts, however, this will be so stated in the Invitation for Bid. Nothing in this section shall preclude such Contractor from requiring each Subcontractor to furnish a Performance Bond and a Payment Bond with surety thereon in the sum of the full amount of the contract with such Subcontractor conditioned upon the faithful performance of the contract and the payment to all persons who have fulfilled contracts which are directly with the Subcontractor for performing labor and furnishing materials in the prosecution of the work provided for in the subcontract. If any person contemplating submitting a bid for the proposed Work is in doubt as to the true meaning of any part of the proposed Contract Documents or discrepancies of any sort between existing conditions and proposed new Work, he must submit a written request for an interpretation through electronically. Any interpretation or modification of such documents will be made only by Addendum duly issued by the Owner and a copy of which will be mailed or delivered to each bidder known to have received a set of such documents. Neither the Owner nor the Architect or Engineer will be responsible for any other explanations or interpretations anyone presumes to make on behalf of the Owner or Architect or Engineer before the expiration of the ultimate time set for the receipt of bids. The Owner reserves the right to reject any or all bids. Any bid that fails to conform to the essential requirements of the solicitation or the specification or is unreasonable as to price may be rejected. In cases of unit priced bids, any bid may be rejected if the prices for any line items or sub line items are materially unbalanced.
