The work for which proposals are invited consists of the furnishing of all labor, materials, equipment and services necessary for construction associated with Wirt Road Realignment and Municipal Parking Lot Construction Project (the "Project"). Work to include approximately: x Reconstruction and realignment of approximately 400 feet of Wirt Road x Reconstruction of a new public parking lot with curbing, pavement and drainage facilities. x Building demolition x Extensive underground infrastructure to include: o 1,800 feet of sanitary sewer piping o 1,200 feet of storm sewer piping o 600 feet of water distribution piping and appurtenances o Electrical and telecommunication conduit systems x Street and parking lot lighting systems x New traffic signal installation x Extensive concrete work including curbing and sidewalks along with brick paver walks x 1,300 cubic yards of asphalt paving x 4,200 square yards of Cement Stabilized Subgrade x Pavement striping and markings The bids will be evaluated and the Contract will, if let, be awarded to the lowest responsive, responsible bidder, as determined at the sole discretion of the City of Groveport, and may or may not include any combination of Alternate bids (if any Alternates are listed). Each bid shall contain the full name and address of each person or company interested in the same and shall be accompanied by a bond in the amount of one hundred percent (100%) of the bid, or by a certified check, cashier's check or irrevocable letter of credit for ten percent (10%) of the bid, made payable to the City of Groveport, Ohio, conditioned that if the bid is accepted a Contract will be entered into within 10 days after notice of acceptance. A Performance Bond of One Hundred Percent (100%) of the amount of the Contract with a satisfactory surety company, conditioned according to law, will be required for the faithful performance of the Contract. Each Bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, Vietnam Era nor disabled veterans, or National origin. Schedule: The work shall commence within ten (10) calendar days after issuing of the Notice to Proceed, and must be completed within three hundred sixty-five (365) calendar days after the issuance date of the Notice to Proceed, time being of the essence to the City of Groveport, Ohio. The project has additional intermediate milestone dates and schedule constraints that are fully described in the Special Provisions section within the contract documents. The Bidder will be required to state in full detail, with his Proposal, his experience in this class of work; bids from contractors inexperienced in this particular class of work will not be considered. This project requires payment of prevailing wages to all workers during the course of construction activities. Bidders must comply with the prevailing wage rates on public improvements in Franklin County and the City of Groveport, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239. Prospective bidders shall take into account State of Ohio prevailing wage rates in preparing bids. The City of Groveport, Ohio, reserves the right to reject any and all bids, including all bids which, in the opinion of the Engineer, show evidence of unbalancing prices, and also to waive technical defects as the interest of the City may require. The City of Groveport may choose not to award the bid until 60 days after the bids are opened, however the award of the contract may be at any time during this period.
