Project Description: The City of Toppenish, Washington, is soliciting Statements of Qualifications (SOQs) from qualified professional engineering firms to provide services for updating the City's Water System Plan (WSP). The existing plan was completed and approved in 2017 and must be updated to meet Washington State Department of Health (DOH) requirements under WAC 246-290-100. The update will evaluate the City's existing water system, address system deficiencies, incorporate current planning data, and develop a 6-year capital improvement program (CIP) and 20-year planning strategy. The City of Toppenish operates a public water system serving approximately 2,400 connections and a service population of about 9,000. The system includes: Six groundwater source wells (combined capacity 7.22 MGD) Four reservoirs with total storage capacity of 3.45 million gallons A single distribution pressure zone Approximately 37 miles of transmission and distribution mains The 2017 WSP identified needs in water quality improvements, storage maintenance, and water main upsizing/replacement to improve fire flow and system reliability. The updated plan will build on these findings and incorporate changes in regulations, water demand, and community growth. Scope of Services The selected consultant will provide professional engineering services to update the City's Water System Plan to DOH standards. The scope includes: A. Project Management & Administration a. Develop a project schedule with milestones and review deadlines. b. Hold regular progress meetings with City staff. c. Maintain project records and decision logs. d. Coordinate with DOH for pre-review and final approval. B. Description of Water System (2017 Plan Ch. 1) a. Update ownership, management, and contact details. b. Update service area boundaries with current GIS mapping. c. Verify and update data on neighboring purveyors and agreements. d. Update ordinances/bylaws affecting water service. e. Update facility inventory (sources, storage, distribution, telemetry). C. Basic Planning Data & Water Demand Forecasting (Ch. 2) a. Update population projections using OFM data. b. Revise land use and zoning maps per the Comprehensive Plan. c. Update service counts, water use data, and production records d. Recalculate seasonal, maximum, and peak demands. e. Prepare 6-year and 20-year demand forecasts. D. System Analysis (Ch. 3) a. Review and update design standards. b. Update water quality data and source/treatment evaluations. c. Update storage analysis and fire flow capacity evaluation. d. Identify system deficiencies and recommend improvements. E. Water Use Efficiency & Water Rights (Ch. 4) a. Update WUE program and goals. b. Update DSL data and Water Loss Control Plan. c. Update water rights summary and reliability analysis. F. Source Water Protection (Ch. 5) a. Update Wellhead Protection Program and contaminant source inventory. b. Confirm sanitary control covenants and update land use data. G. Operations & Maintenance Program (Ch. 6) a. Update organizational chart, certifications, O&M procedures, and emergency plans. b. Update monitoring and cross-connection control programs. H. Design & Construction Standards (Ch. 7) a. Update policies, construction standards, and certification procedures. I. Improvement Program (Ch. 8) a. Update 6-year CIP with priorities, costs, and funding sources. b. Update 20-year improvement plan. c. Provide GIS mapping of project locations. J. Financial Program (Ch. 9) a. Update revenue/expense projections. b. Reassess funding strategies and rate structure. K. Miscellaneous Documents (Ch. 10) a. Update appendices (WFI, ordinances, agreements, maps, charts). Shortlist/Interviews: October 15, 2025 Selection: October 22, 2025 Negotiations: November 12, 2025 Council Action November 24, 2025 Project Start: December 1, 2025 SOQs will be reviewed and ranked by a City selection team. Depending on the submittals received, firms may be invited to participate in a follow-up interview. It is anticipated that a consultant will be selected from this process and a contract will be negotiated with work to begin immediately.
