Site work and paving for a mixed-use development in Benton City, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

As of October 31, 2025, there was one submission for this RFQ, but a contract has not been finalized. A timeline for construction has not been established. This agreement will be for approximately 24 months in duration with the option for Benton City to extend it for additional time and money if necessary.[SW1] The contract type and method of payment for these projects are "Cost Plus Fixed Fee". The City of Benton City reserves the right to retain the services of the successful firm for any potential future phases (Right of Way, Construction Management[SW2] ) associated with these projects A consultant will be considered for the following projects: Horne Drive/SR225 Sidewalk Installation and Benton City Babs-7th Roundabout Design. The City of Benton City reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Descriptions[SW3] Horne Drive/SR225 Sidewalk Installation: The work to be performed by the CONSULTANT consists of preparing preliminary engineering (PE) design for sidewalks and related infrastructure along SR225 spanning from Grace Avenue intersection to Ki-Be Road respectively, including but not limited to; speed feedback signs, high-visibility crosswalks, rectangular rapid flashing beacons, ADA curb ramps, and sidewalk with buffer. Environmental documentation and preparation of permit applications will be required as well as a determination of existing right-of-way. Design to be completed by March 31, 202[SW4] 6. This project is state funded and DBE goals do not apply. Potential future phases may include Right of Way and Construction Management. The HORNE DRIVE/SR225 SIDEWALK INSTALLATION Project is supported with funding from Washington's Climate Commitment Act. The CCA supports Washington's climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health. Benton City Babs-7th Roundabout Design: The work to be performed by the CONSULTANT consists of preparing preliminary engineering (PE) design for a roundabout intersection located at the intersection of Babs Avenue and 7th Street. Consultant to provide complete set of plans, specifications and estimates as final deliverable for the design phase of this project. Potential future phases may include Right of Way and Construction Management. [SW5] DBE goals established for this project are 13%. Design to be completed by December 31, 2027. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1) Qualification of Proposed Project Manager 2) Qualifications/Expertise of Firm 3) Ability to meet schedule 4) Familiarity with Benton City 5) Familiarity with WSDOT/FHWA standards 6) Past Performance/References The top three rated consulting firms will be selected for interviews by the review panel.
