Reference Number 0000398900 Question Deadline 10/08/2025 at 5:00 PM PT Questions are submitted online Yes, Direct questions for clarification of this Request for Proposals document to Mr. Chris Orr, Community Services Director, in writing via e-mail at corr@tulare.ca.gov The goal of the project is to establish an outdoor recreation and nature preserve at the Elk Bayou by incorporating multi-use trails along both sides of the bayou along with foot bridges over the bayou to create a regional trail system that includes interpretative signage, habitat restoration, land acquisition, and redevelopment of the Elk Bayou Park. Other potential elements include kayak launch and exit points at Laspina Street and Hosfield Drive, picnic pavilions, and individual picnic tables. An additional element the City is interested in considering is to design a high ropes or zipline adventure course throughout Elk Bayou Regional Park to be operated by a third-party vendor. The City of Tulare reserves the right to reject any or all responses received as a result of this solicitation; to extend the submission due date; to modify, amend, reissue or rewrite this document; and to procure any or all services by other means.
