The project shall be awarded only to contractors who are licensed under State of Louisiana Contractors License Law La. R.S. 37:2150-2192 with a major classification in Highway, Street, And Bridge Construction. Each bid shall include the required bid submittal documents identified in the Index of Submittal Documents. Bids shall be accompanied by a Bid Security for not more than five percent (5%) of the contract price of work to be done. Bids submitted are subject to these Instructions and Supplemental Instructions to Bidders, General Conditions for Construction Contracts and Supplemental General Conditions, Scope of Work and Drawings, and all other documents and/or guidelines contained herein, all of which are made a part of this Invitation for Bid by reference. Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract (Davis-Bacon Act), Section 3 (Low Income Resident Participation) of the Housing and Urban Development Act of 1968, Section 109 (Non-Discrimination) of the Housing and Community Development Act of 1974, Section 503 (Non-Discrimination Against Employees with Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the Rehabilitation Act of 1973, Segregated Facilities, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
