Site work for a civil project in Palisade, Colorado. Conceptual plans call for site work for a water / sewer project.
The Orchard Mesa Irrigation District (OMID) is converting approximately 8.4 miles of open canals and overflows (Canals 1 & 2, and an overflow from Canal 1 into Canal 2) into modern pipelines. This project will be fully funded by the U.S. Bureau of Reclamation (Reclamation) , which has requirements for grant reporting and administration. OMID is looking for a qualified individual or firm ("Consultant") to handle the essential administrative and coordination tasks. This isn't an engineering or construction management role; it's about keeping our project on track through accurate reporting and effective communication. Scope of Services The selected Consultant will primarily focus on administrative duties related to our Reclamation grant. The exact scope of services will be determined at the time of procurement, however, costs associated with this scope are not expected to exceed $140,000. A qualified Consultant will have experience with federal grant administration, implementation support, communication, acting in the capacity of an owner's representative, working with irrigation districts, and other elements of the project scope. 4. Statement of Qualifications (SOQ) Applicants shall submit an SOQ, which must include: 1. Letter of Interest: A short, one-page letter introducing yourself and/or your organization and why you're a good fit for this administrative role. 2. Relevant Experience: Briefly describe your experience with federal grant reporting specific to irrigation districts and modernization projects (mention types of projects and agencies you've worked with). Highlight your skills in strategic communications, meeting coordination, minute-taking, and overall project administrative support. 3. Key Individual(s) Resume: A brief resume (max 1 page per person) for the individual(s) who will be doing the work, focusing on their relevant experience. 4. References: Contact information for three professional references (preferably from past clients and/or organizations where you handled federal grant management). 5. Submission Criteria * The total length shall not exceed 5 pages (excluding the cover letter, cover, and resume). 6. Evaluation and Selection Submissions shall be ranked based on the following. Criteria Weight 1. Experience with Relevant Federal Grant Reporting 40% 2. Relevant Project Coordination & Communication 30% 3. Organizational & Administrative Skills 20% 4. References 10% Total Possible 100% OMID will select an individual or organization whose qualifications are believed to be in the best interest of OMID. Fee and contract negotiation with the most qualified candidate will commence after selection and is contingent upon a fully executed funding contract with Reclamation. OMID reserves the right to decline any submission or cancel this RFQ at any time and for any reason. The method of Contractor Selection has not been Determined at this time.
