All bids must be accompanied by a Bid Guaranty in the amount of five (5%) percent of the total amount of the bid, in the form of either a certified check or bank cashier's check payable to Housing Authority of Monroe County, or bid bond on form provided, with acceptable corporate surety company as identified in Department of Treasury Circular No. 570, effective July 1, 2007, and authorized to do business in Pennsylvania. The successful Bidder will be required to furnish a Performance Bond and Labor and Material Bond on the forms provided. Each bond shall be in a penal sum equal to one hundred (100%) percent of the Contract price, and shall be in a corporate surety company as identified in Department of Treasury Circular No. 570, effective July 1, 2007, and acceptable to the HAMC. If equal low bids are received from responsible bidders, award shall be made upon the exercise of discretion as to the lowest responsible bidder, or all bids shall be rejected. Bids may not be withdrawn for a period of sixty (60) calendar days following the date of opening.
