Project No: G87002001 The project base bid primarily includes a full relining treatment along 125 ft of the steel pipe-arch segment. The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including but not necessarily limited to the following: Cleaning the inside of the existing culvert pipe, providing construction access for workers, equipment and material, installation of stone filling, extension of existing drainage pipes and installation of a corrugated metal tunnel liner plate system to rehabilitate segments of the culvert pipe. The project add alternate includes a full relining treatment along 30 ft of the steel pipe-arch segment. This relining treatment will extend 5 feet into the steel arch on concrete footings segment. Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 7% Women Owned Sub-Contracting Goal: 11% Service-Disabled Veteran-Owned Business Contracting Goal: 6% Disadvantaged Owned Sub-Contracting Goal: 0% The EEO Employment goals for this project are: 7.7% Minority Employment Goal 6.9% No residential or geographical restrictions will be in effect for this project. For all further requirements regarding bid submissions, qualifications, procedures, and contract award, refer to the Instructions to Bidders included within the Bid Documents. Proposals shall be made and received upon the following conditions: Each proposal must be accompanied by the deposit of a certified check, payable to the order of the Village of Lancaster, for a sum equal to five per centum (5%) of the total amount of the bid, or a bid bond with sufficient sureties in a penal sum equal to five per centum (5%) of such total bid amount, conditioned that if the proposal is accepted, the successful bidder will enter into a contract for the work, and that they will execute within fifteen (15) days from the date of the acceptance of the proposal, a suitable security bond in the amount of the contract, conditioned for the faithful and prompt performance and completion of the work specified in the contract. No bidder may withdraw their bid within (45) calendar days after the actual date of the opening thereof. Each bidder's attention is called to the General Municipal Law, which requires a bidder's Certificate of Non-Collusion, copies of such certificates are part of the proposal form and unless complied with, the bid will not be accepted. Upon acceptance of their bid, if the successful bidder fails to enter into a contract pursuant to the requirements of the Board, or fails to give further security prescribed in this notice, with the time limited therein, then the check deposited as aforesaid and the moneys standing to the credit of same, shall be forfeited to the Village as liquidated damages, or the payment of the bond enforced for the benefit of the Village. The Village of Lancaster reserves the right to waive informalities in or to reject any and all bids. The Village of Lancaster and the New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C 2000d to 2000d-4 and Title 49 Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, as amended, issued pursuant to such Act, hereby notifies all who respond to the related solicitation, request for proposal or invitation to bid that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration for an award.
