Scope of services The selected consultant will be responsible for preparing materials to be utilized in community outreach efforts, assisting with community meetings, preparing quarterly, annual, and closeout reports, preparing a finalized analysis of brownfields clean-up alternatives (abca), preparing a finalized abatement design, preparing a quality assurance project plan (qapp) and health and safety plan (hasp), preparing a site reuse vision/design plan, performing an infrastructure evaluation, providing daily oversight of proposed site clean-up activities, conducting air monitoring and clearance sample analysis, and preparing clean-up reports. The respondent must display to the complete satisfaction of the city that it has the necessary ability and resources to provide the services specified herein in a satisfactory manner. The submission should also include a history and references to satisfy the city in regard to the respondent's qualifications. The respondent shall clearly identify their status as a dbe or non-dbe in their submission. If the respondent is claiming dbe status, the respondent shall submit a valid certification with their submission. The city may make reasonable investigations deemed necessary and proper to determine the ability of the respondent to perform the work, and the respondent shall furnish to the city all information for this purpose that may be requested. The city reserves the right to reject any offer if the evidence submitted by, or investigation of, the respondent fails to satisfy the city that the respondent is properly qualified to carry out the obligations of the contract and to complete the work therein.The city reserves the right to make adjustments as needed to the above schedule. The city also reserves the right to further engage a subset of respondents for further details of their qualifications through requests for additional clarifying information to determine the best submission for the benefit of the city. Funding for this contract is provided by the u.S. Environmental protection agency (epa). As such, the city will to the best of its ability attain the goals set forth in epa's program guidelines. The method of contractor selection has not been determined at this time.
