Project has been Rebid Description: The City of Laurinburg is requesting Statements of Qualifications from qualified and interested firms to provide design-build services for the Raw Water Wells-Phase II Project. The project is projected to be funded with a combination of local and state funds. The City of Laurinburg intends to select a qualified firm to provide design-build services based on the project details and evaluation criteria listed in the detailed Request for Qualifications (RFQ). The City of Laurinburg, North Carolina owns and operates a water treatment and distribution system providing service to approximately 17,500 customers in the City and surrounding areas. The water facilities include an 8.0 million gallon per day (MGD) Water Treatment Plant located on Lauchwood Drive near the Scotland Healthcare. The Water Treatment Plant is generally in good condition and capable of meeting the needs of the City for the foreseeable future. Raw water comes from a series of 14 wells located in the southeastern area of town. These wells provide water to the plant through a network of raw water mains ranging in size from 12 to 20-inches. The City periodically services these wells, but in recent years has noticed a decrease in the quantity of water received at the plant. It is suspected that over time, the capacity of the individual wells has diminished. The City desires to replace two or more additional wells to be in service by the year 2026 and desires to engage a Design Build firm to provide the design, permitting and construction services to accomplish this objective and to meet the City's Raw Water needs. Establish a collaborative relationship between the Owner and the Design-Build Team to deliver quality design and construction on time and within the Owner's budget. Maintain a safe, injury free work site. Complete project on time and within budget. Minimize impacts to Owner customers through close coordination with the Owner and its customers. The Owner desires to restore raw water capacity and increase reliability by designing, permitting, and constructing two raw water wells to be in service as soon as possible during the year of 2026.
