Renovation of a water / sewer project in Saint Charles, Missouri. Completed plans call for the renovation of a water / sewer project.

The Elm Point Water Treatment Plant, located at 3600 Elm Point Road, operates six (6) sand media filter units contained within the filter building. Each unit is approximately 236.25 square feet in plan area. The City is requesting bids to rehabilitate or clean the filter media in the units in accordance with the recommendations provided by S4 Water in December 2024. Recommendations were made based on the filter media analysis reports by Blue Earth Products from December 2024, which are attached for reference. The contractor will be responsible for full rehabilitation of the filters as specified herein. Four of the filters (1, 2, 3, and 6) were recommended for rehabilitation. All filters are equally accessible and are of identical size. The City will determine which filter(s) are to be rehabilitated upon contract award. Complete rehabilitation shall include: o Engineering and material submittals o Removal and proper disposal of the existing filter media o Inspection and NSF-approved cleaning of the underdrain, trough, and walls o Complete disinfection of the unit per AWWA standards o Furnishing and installation of the new filter media o Start up and after-action report. The contractor will be responsible for cleaning the existing filter media and top-off as specified herein. Filter units 4 and 5 were recommended for cleaning and topoff. Both filters are equally accessible and are of identical size. Media cleaning shall be done in-situ using NSF-approved chemistries for potable drinking water. This work shall include: o Complete filtration assessment o NSF-approved filter wall and trough cleaning chemistry o NSF-approved dual media and filter underdrain cleaning chemistry o Skimming of media o Complete disinfection of the unit per AWWA standards o Pre- and post- media cleaning testing and after action report. Each bid shall be made on the attached Bid Form and must include all documents in this bid package, the signature of the owner or authorized officer of the Vendor submitting said bid, and the complete mailing address of said Vendor. Per City Code of Ordinance Section 145.020, "On all contracts for public work of any kind to be performed for the City, the cost of which is estimated to exceed fifty thousand dollars ($50,000.00), every Bidder entering into contract with the City for any such public work shall execute therewith and file in the office of the City Clerk a bond, with good and sufficient sureties to be approved by the City Attorney, in an amount equal to the contract price for such work and conditioned among other things for the faithful performance of the contract, the payment of any and all materials incorporated, consumed or used in connection with the construction of such work and all insurance premiums, both for compensation and for all other kinds of insurance, on the work and for all labor performed in such work, whether by subcontractor or otherwise. Each bid shall be accompanied by a bid bond, cashier's check or a certified check for an amount not less than five (5) percent of the bid amount, payable unconditionally to the City of Saint Charles, Missouri as a guarantee that the bidder will execute a contract and furnish the required bond if the bid is accepted. Failure to submit bid bond will result in rejection of bid. Question Deadline 10/01/2025 at 3:00 PM CT - Any questions related to the IFB shall be submitted to Paul Feldmann, Purchasing Manager, at paul.feldmann@stcharlescitymo.gov. In the event it is necessary to revise any portion of this IFB, addenda will be provided to all Vendors who received the original IFB via the City's website. The submitting party acknowledges the right of the City to reject any or all bids and to waive informality or irregularity in any bid received and to award each item to different submitting parties or all items to a single submitter. In addition, the submitting party recognizes the right of the City to reject a bid if the submitter fails to furnish any required data required by the IFB, or if the bid is in any way incomplete or irregular. The City shall be the sole judge of compliance with the specifications and reserves the right to accept or reject any or all bids or parts thereof. The City of Saint Charles reserves the right to reject any or all bids. The City reserves the right to waive any variances from original bid specifications in cases where the variances are considered to be in the best interest of the City. The City reserves the right to terminate the contract for reasons of violations by the successful bidder of any term or condition of the contract by giving days written notice stating the reasons therefore and giving the party ample time to remedy the deficiencies.
