Reference Number 0000399335 Question Deadline 10/02/2025 at 12:00 PM CT Questions about the contents of this solicitation may be directed to Thomas Anklam at purchasing@victoriatx.gov This project will include a new, up to 3,000 fixed seat covered event arena, which will be used for rodeos and equestrian events as well as concerts and other entertainment offerings, with the option to increase seating to 4,500. Coversion of the existing arena into an exhibition hall that could be used for recreational athletic events and increase capacity to host larger conferences and exhibitions when coupled with the existing dome. Renovation of the exisiting dome that would relocate and enhance the stage and green room area could attract more events and activities. Improvements to the fairgrounds that include adding RV hook ups, lighting and permanent outdoor restroom facilites. Other general updates to exisiting building, including air and heating, technology and addition of breakout rooms. Additionally other general site improvements, including improved parking, lighting and circulation flow. The construction site will be located at 2905 E. North St in Victoria, Texas. Should the City exercise its option, the CMAR will serve as General Contractor to complete all work for the construction of the Project including but not limited to the following: oDevelopment and adherence to a construction schedule. oPlanning and on-site coordination with the Architect, the Owner's Representative, andthe Owner. oManagement of and coordination with sub-contractors and vendors to achieve on-timecompletion. oSuccessful management of all Cost of Work, General Conditions, Contingencies, andAllowance line items in coordination with the Architect, the Owner's Representative,and the Owner. The final scope of Construction services will be determined based on the final Drawings and Specifications. The City will perform the required 3rd party materials testing services as necessary for the Project, as well as the Commissioning Services, under a separate contract with an independent provider engaged directly by the City.Preconstruction Services: The CMAR will work with the City, its Owner Representative, and the Design Team during the remainder of the design process to ensure the feasibility and constructability of the building. In addition, the CMAR will: o Be responsible for cost estimates during the design development and construction document phases of the project, as schedule allows. At this time, a 50% or 100%design development estimate along with a 50% construction documents estimate is expected. o Work with the City, its Owner Representative, and the Design Team to ensure that the cost of construction of the Project is within the estimated Construction Budget through the selection of construction systems and materials, detailed CSI format cost estimating, scheduling, and other means. o Provide constructability reviews during the design development and construction document phases of the project. The constructability reviews will offer guidance for more efficient means of executing the construction, will note potential conflicts or difficulties of various building systems and components, and will work with the City, the Owner's Representative, and the Design Team to determine options to reduce costs should the cost estimates exceed the established project budget. o Provide a project schedule that includes the design schedule and that identifies critical path and long lead items. Upon the feasibility and completion of the 50% set of construction documents (Can also reflect 100% DD set of documents), the CMAR will submit a proposal of a Guaranteed Maximum Price (GMP) for the construction of the Project. The GMP will be based on Documents and Specifications issued at the time that the GMP is executed and shall include assumptions and qualifications of scope that may be anticipated but not yet fully developed Bidding Services: Should the City exercise its option, the CMAR will serve as General Contractor to complete all of the work for the bidding and construction of the project. The CMAR will be responsible for coordination of all bids, advertisement and solicitation, bid procurement, selection of subconsultants, vendors, or trade contractors as outlined in Texas Government Code Chapter 2269. CMAR will also be responsible for the issuance of pre-purchase orders for long lead items, if required.
