Tucson Water (TW) is seeking a construction manager at risk (CMAR) to provide construction services for the development of an Advanced Water Purification (AWP) Demonstration Facility. The AWP Demonstration Facility will meet the Arizona Department of Environmental Quality (ADEQ) AWP rule and guidelines. The Demonstration Facility will also serve as a community engagement and education facility. The AWP Demonstration Facility will be housed within the City's previous Reclaimed Water Treatment Plant filter building at 2550 W. Sweetwater Drive in Tucson, Arizona. The AWP Demonstration Facility project will include: Building upgrades, AWP equipment installation, Piping modifications, and Sitework including landscaping, paving and a parking lot. In 2024, Tucson Water received notification of funding from the United States Bureau of Reclamation (BOR) to build a 2.5-million gallon per day (MGD) advanced water purification facility (AWPF) by September 2031. Public education and engagement are key to implementing AWPFs. To prepare for the implementation of the full-scale 2.5 MGD AWPF and to facilitate public engagement and education, an advanced water purification (AWP) Demonstration Facility will be developed at Tucson Water's Reclaimed Water Treatment Plant (Reclaimed Plant). Additionally, pilot operations are used to prove out the treatment train's efficacy and train operations staff for AWP certifications. The Reclaimed Plant receives tertiary effluent from Pima County's Agua Nueva WRF as part of current operations, and this will be the source water for the Demonstration AWP. The facility will accomplish the following objectives: . Verify that the treatment processes succeed in producing finished water that complies with Arizona Department of Environmental Quality (ADEQ) AWP requirements and meets TW's treated water quality goal. . Establish preliminary design criteria for full-scale treatment processes. . Serve as a public engagement center with educational tours, water tasting, and other public outreach activities. . Provide TW operators with the necessary experience to become AWP certified as part of ADEQ's AWP certification program required for operating AWP facilities. The scope of work may include: I. AWP equipment installation and associated renovations to the existing filter building. a. Concrete work b. Process piping c. Reclaimed water piping modifications d. Electrical upgrades e. Controls f. HVAC upgrades g. Restroom and kitchenette h. Advanced treatment equipment installation, including: i. MF/UF skid ii. RO skid iii. UVAOP skid iv. Chlorine contact pipe v. GAC skid (optional) II. Public Tour Entrance and Visitor Center a. The exterior of the building will largely be left alone, with the exception of two large openings that will be cut into the existing facade: one to create an entry, the other to access outdoor educational and social patio space. b. Indoor and outdoor education spaces. c. Door and window installation d. Demolition and removal of material e. Signage f. Landscaping III. Parking Lot and Site Improvements a. Site Preparation b. Grading c. Asphalt, curb, bumper stops, striping d. Sidewalk construction. e. Landscaping f. Security fence Schedule The AWP Demonstration Facility is expected to be fully operational by September of 2027. The construction phase is expected to be completed by January 2027. The CMAR for the project will ensure the team is adhering to the project schedule, will be responsible for providing continuous cost and constructability alternatives and schedule projections throughout the design process, and will ensure adherence with the construction schedule.
