Project No. N2M25-141 Alhambra Community Center Project - BC03 Concrete: Structural and Site License: C8 Any contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Compliance with the prevailing rates of wages and apprenticeships employment standards established by the State Director of Industrial Relations and the Federal government will be required. This Project is subject to the requirements set forth in the Community Workforce Agreement for Construction and Major Rehabilitation by and Between the City and the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Unions approved by the City Manager on June 10, 2021 and any amendments thereto (collectively, the "CWA"). All bidders and their respective Subcontractors (as defined in the CWA) must review carefully the CWA and all of its requirements before submitting a bid for the Project. The Contractor and all Subcontractors (of any tier and as defined in the CWA), must agree to be bound by the terms and conditions of the CWA directly or through the Letter of Assent in the CWA prior to commencing any work on the Project. TheContractor and all Subcontractors of every tier and as defined in the CWA must cooperate and coordinate its work on the Project with the designated Community Workforce Coordinator as required in the CWA. Separate payment and performance bonds, each in an amount equal to 100% of the total Contract amount, are required, and shall be provided to the City prior to execution of the Contract and shall be in the form set forth in the Contract Documents. All bonds (Bid, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120. Any request for substitutions pursuant to Public Contract Code section 3400 must be submitted no less than (10) ten calendar days before the bid date, on the Substitution Request Form set forth in the Contract Documents. Any rejection or approval will be communicated in an addendum, dually issued. It is each bidder's sole responsibility to ensure its bid is timely delivered and received at the location designated as specified above. Any bid received at the designated location after the scheduled closing time for receipt of bids shall be returned to the bidder unopened. The prime contractor will be required to post job site notices regarding Labor Code compliance as described in 8 California Code of Regulation section 16451(d). The contractor shall complete the work within 463 calendar days of the effective date of the City's notice to proceed. Bids must be prepared on the approved Proposal forms in conformance with the Instructions to Bidders and submitted in a sealed envelope plainly marked on the outside. Bids must be accompanied by a bid bond, made payable to the City of Alhambra for an amount no less than 10 percent of the amount bid. No bid will be accepted from a Contractor who has not been licensed in accordance with the provisions of the Business and Professions Code. The successful Contractor and his subcontractors will be required to possess business licenses from the City. The City reserves the right to reject any or all bids, to waive any irregularity, and to take all bids under advisement for a period of sixty days.
