Renovation of a water / sewer project in Hubert, North Carolina. Completed plans call for the renovation of a water / sewer project.

The Bidder shall provide all labor, equipment, and materials necessary to remove the existing mechanical fine screen and associated control panels and install new fine screen equipment and control systems to improve influent screening operations at Webb Creek WWTP. Bid items must be recorded on the Bid Pricing Form (Exhibit 2). Any additional work or repair identified outside of the Scope of Work during the inspection shall be described, and a quote shall be submitted for review and approval. The Contractor must have written authorization to proceed from ONWASA prior to performing any work. This is an informal request for bids, and the bids received will not be public until the project is awarded. Estimated Project Start: October 20, 2025 Required Completion Date: December 19, 2026 Any questions pertaining to the Scope of Work or the ONWASA Specifications should go to Mark Young, Treatment Facilities Administrator, via email at myoung@onwasa.com. The bidder shall warranty all work for at least 90 days for workmanship and the full manufacturer's warranty period on materials. 2.1 General Requirements a. Work shall be performed in accordance with all applicable State and Local Codes and regulations governing this project. b. The contractor will be responsible for securing and paying for all regulatory permits and/or inspections required. c. Entrance to the installation site is restricted; work schedules must be coordinated with ONWASA to ensure access. d. Contractors shall conduct operations in such a manner as to avoid damage to site facilities (equipment, controls, building, security gate, and tanks, etc.). Any such damage shall be repaired by the contractor at no additional cost to ONWASA. e. The contractor shall leave the work area clean, neat, and free of debris, to include grading, seed, and straw as necessary. 2.2 Demolition and Removal o Disconnect and safely remove existing fine screen equipment, including: o Mechanical screen(s) o Associated structural supports or mounting hardware o Electrical connections and conduits o Disconnect and remove existing control panels and associated wiring o Properly dispose of or recycle all removed materials in accordance with local, state, and federal regulations o Inspect the influent channel and surrounding structures for any damage or deterioration and report findings o System shall remain operational at all times during removal and replacement of equipment. 2.3 Installation of New Fine Screen Equipment o New Fine Screen equipment is currently stored onsite. o The Contractor shall be responsible for moving the stored equipment to the jobsite as part of their work. Any damage to the new equipment shall be the contractor's responsibility. o Prepare channel or structure for installation, including any modifications or reinforcement needed to support new equipment o Install new mechanical fine screen(s) per manufacturer specifications in both digital and paper form. o Securely mount all equipment, ensuring alignment and proper clearances o Install all necessary support structures, frames, and access platforms as specified 2.4 Electrical and Controls Installation o Install new control panels and interface with plant SCADA system (if applicable) o Run new power and control wiring between the fine screen, control panel, and other connected systems o Integrate equipment into the existing plant electrical system with appropriate breakers, disconnects, and protection o Conduct loop checks, control system configuration, and start-up programming as needed 2.5 Testing and Commissioning o Perform functional testing of new equipment, including: o Mechanical operation (start/stop, reverse, emergency stop, automatic, manual, etc.) o Control panel functionality o Alarm signals and interlocks o SCADA o Conduct a performance test under normal plant influent conditions o Schedule the manufacturer's representative to perform start-up and operator training o Submit all test reports and commissioning documentation to the owner 2.6 Documentation and Training o Provide O&M manuals, as-built drawings, and warranty information for all installed equipment (digital preferred) o Conduct on-site training for plant personnel covering operation, maintenance, and troubleshooting o Deliver spare parts and special tools as specified in the contract 3. Exclusions (If Any) o Structural modifications beyond those needed for screen installation o SCADA integration beyond screen controls o Site restoration outside of the immediate work area The successful Bidder and any subcontractor under him shall be required to ensure that minority and women-owned business enterprises will be provided equal opportunity to submit bids for subcontracts to the maximum extent feasible. Further, there shall be no discrimination in employment practices based on race, religious creed, color, national origin, ancestry, age, physical handicap, medical condition, marital status, or sex. ONWASA reserves the right to reject any or all bids, to waive informalities, and to accept any bid which, in the opinion of ONWASA, appears to be in its best interest or to award this project in part or in total.
