In 2008, significant updates to the Historic Federal Building were completed to improve its overall condition and to ensure it remained as a historic structure anchoring downtown. Tthis historic building requires additional funding to ensure it remains in solid condition. Due to the COVID-19 pandemic, funding in past fiscal years has been reduced from this capital improvement project budget. The listed funding request attempts to replenish building components currently in deferred maintenance status and address emerging concerns. From FY26 through FY32, this funding request supports engaging consultants to evaluate the building’s MEP systems and develop plans for a remodel that reflects the most effective improvement strategy. Early-year funding is dedicated to initiating major HVAC upgrades to replace equipment that has exceeded its service life and is increasingly prone to frequent or potentially severe failures. Funding in subsequent years will continue supporting additional phases of the HVAC project. FY26 and FY27 funds will also be directed toward the Federal Building Loading Dock Refurbishment. The loading dock is currently in disrepair, allowing water intrusion into the basement IT room beneath it. The project is included in the City's 2027-2032 Capital Improvement Program (CIP).
