The City of Vancouver and the Vancouver Park Board are seeking a General Contractor to repair the Kerr Street Pier (East and West) and Boardwalk, Gladstone Pier and log booms along the Fraser River. The Work generally includes, but is not limited to: a) Phase 1: Site Preparation and Analysis, including: i. Review of background information. Park Board staff will provide design drawings and any updates to the Environmental Management Plan ("EMP") prepared by the Consultant; ii. Complete utility locates to verify location of existing utilities; iii. Prepare and submit Construction Environmental Management Plan ("CEMP"), Traffic Management Plan ("TMP"), Tree Protection Plan, Known Workplace Hazards and Health and Safety Plan for review and approval of the Consultant and the Park Board; and iv. Participate in Chance Find Management training facilitated by the Park Board archaeologist to ensure proper handling of unexpected archaeological discoveries during construction, b) Phase 2: Construction, including but not limited to: i. Mobilization and demobilization; ii. Providing a construction schedule per the contract, work area site map, staging, detour locations, and all necessary construction documents for review and approval of the Consultant and the Park Board; iii. Implementing environmental protection measures as per approved CEMP. Obtaining a Qualified Environmental Professional ("QEP") or Environmental Monitor ("EM") to oversee compliance; iv. Installing tree protection measures as required; v. Removal and appropriate off-site disposal of treated timber removed from existing structures; vi. Kerr Street Pier East and West pile and topside repairs, including: A. Pile repairs (in-water work): Removal of debris under the pier structures; Install a steel jacket on existing pile (one jacket); Install steel clamps on existing piles (six clamps); Replace timber piles (two piles); Replace timber fender piles (two fender piles); Install grouted Sclair HDPE pipe sleeves (four sleeves) around the replacement piles (two) and fender piles (two); Repair to log boom system which includes replacement of all deteriorated log booms, connections and replacing two anchors on the shore to secure the log booms in place (between the Kerr St East and West Piers); and Removal of debris under the pier structures (Kerr Street East and West Piers); B. Topside repairs (out-of-water work): Replace timber pile caps (seven locations); Install timber shims (six locations); Replace timber deck planks (21 planks); Replace connection bolt nuts; Replace timber stringer (three locations); Replace bullrail (13 locations); Replace guardrail (17 locations); Replace guardrail posts (three posts); Replace vertical timber planks (two planks); Install and tighten bolts; Replace light post (one light post); and Replace timber braces (four locations); vii. Gladstone Pier Pile and Topside Repairs: A. Pier repairs (in-water work): Install steel jackets on existing piles (five jackets); and Repair H-Pile (four piles; excavation of the pile using hand tools for welding repair) B. Topside Repairs (out-of-water work): Install timber corbel; Replace guardrail (one location); Replace guardrail posts (four posts); Replace timber deck planks (six planks); and Replace timber braces (five locations) The Site for the Work is the following: a) Kerr Street (East Pier, West Pier, and Boardwalk) at Riverfront Park; b) Log Booms at Riverfront Park; and c) Gladstone Pier at Riverside Park, Information regarding Awardee will not be released for publication.
