Site work and paving for a transportation facility in Monroe, Louisiana. Completed plans call for site work for a one-story above grade transportation facility.

This project includes, but is not limited to, replacement of existing direct buried control and power conductors from station 21+10 to station 24+70 of the Runway 04 MALSR system with new bored conduit and conductors, including new fencing and handholes at each work location. Bids will be received for a single prime contract on a lump sum and unit price basis. All Prime Bidders must download bidding documents from the specified online service upon payment of a fee and be registered on the Plan Holders List to be eligible to submit a bid. Instructions for filling out bids online are included with the bid documents. A corporate resolution authorizing a representative to sign the bid must accompany bids from corporations. Each bidder must include a bid security as specified. Sureties for bonds must appear on the acceptable list from the U.S. Department of Treasury. The successful bidder must furnish Performance and Payment Bonds. Bidders are required to comply with minimum wage rates, conditions of employment, Section 3, Segregated Facilities, Executive Order 11246, and all related federal and state laws and regulations, including state licensing requirements. Contractors must hold an active Louisiana license in the classification of HIGHWAY, STREET AND BRIDGE CONSTRUCTION. They must provide their license number when requesting documents and on the bid envelope. Bidders must make good faith efforts to subcontract a minimum percentage of the contract to disadvantaged business enterprises. The project is partially funded by the Federal Aviation Administration and federal provisions apply, including Buy American Preference, Trade Restriction Certification, Disadvantaged Business Enterprise, Davis-Bacon Requirements, Procurement of Recovered Materials, Debarment and Suspension, and Lobbying Restrictions. Affirmative action goals apply to all work performed, and specific participation percentages for minority and female workers are required. Bids must remain effective for 45 days after opening. The owner reserves the right to reject any or all bids and waive irregularities in the best interest of the city. Minority-owned firms and small businesses are encouraged to bid.
