Renovation of a municipal facility in Monroe, Louisiana. Completed plans call for the renovation of a one-story above grade municipal facility.

**As of November 21, 2025, this project bid date and time was extended till December 11, 2025** Separate sealed bids for the construction of G.B. Cooley House Rehabilitation will be received by the City of Monroe Purchasing Division. All prime bidders must obtain copies of bidding documents from Campo Architecture & Interior Design, LLC by requesting a link for an electronic set of plans and specs in PDF format. The goal for Disadvantaged Business Enterprise participation is 9.50% of the dollar value of this contract. All bidders and proposers shall make good faith efforts to subcontract to the greatest extent feasible to small business concerns owned and controlled by socially and economically disadvantaged businesses. Bidders also have the option to submit bids electronically. Each bidder must deposit with their bid, security in the amount, form, and subject to the conditions provided in the information for bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. Attention of bidders is called to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, segregated facilities, Executive Order 11246, and all applicable laws and regulations of the federal government and State of Louisiana and bonding and insurance requirements. All contractors bidding on this work shall comply with all provisions of the State Licensing Law for Contractors, LA RS 37:2150-2192, as amended, for all public contracts. It is the responsibility of the general or prime contractor to assure that all subcontractors comply with this law. Contractors must hold an active license issued in the classification of Building Construction as defined by the Louisiana State Licensing Board for Contractors. Contractors must provide their license number when requesting plans, specifications and contract documents and place their license number on the face of the envelope containing their bid. No bidders may withdraw their bid within forty-five (45) days after the actual date of the opening thereof. The contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the notice to proceed. The successful bidder will be required to execute the owner's standard form of agreement/contract for construction together with the performance and payment bond within ten (10) working days after award of contract. Minority owned firms and small businesses are encouraged to bid on this project. Pre-qualification requirements: Bidders must be prequalified for historic restoration/preservation work in accordance with R.S. 38:2212.5. Proof of qualification (e.g., historic preservation experience of at least three years, relevant historic projects, or references) must be submitted with the bid proposal. Unqualified bids will be rejected as non-responsive. Contractors must hold an active license issued in the classification of Building Construction as defined by the Louisiana State Licensing Board for Contractors and provide their license number with their request for documents and on the bid envelope. The successful bidder must submit executed copies of certification regarding equal employment opportunity, Section 3 and segregated facilities and Section 3 Plan with Tables A & B (CDBG projects only). Sureties for bonds must appear as acceptable on U.S. Department of Treasury Circular 570. A corporate resolution authorizing a representative to sign must accompany the bid if the bidder is a corporation. COOLEY HOUSE, WAS ORIGINALLY DESIGNED BY WATER BURLEY GRIFFIN IN 1908 AND CONSTRUCTED IN 1926. THE COOLEY HOUSE IS THE ONLY PRAIRIE STYLE HOUSE IN LOUISIANA AND GRIFFIN'S ONLY HOUSE CONSTRUCTED IN THE SOUTH. THE BUILDING INCLUDES FOURTEEN PRIMARY ROOMS WITH A TWO-STORY MAIN LIVING ROOM ANCHORED ALONG A SINGLE LINEAR AXIS POINT. AN ACCESSORY STRUCTURE ALSO OF THE PRAIRIE STYLE FUNCTIONS AS A GARAGE. THE RENOVATION WILL UPDATE THE INTERIOR OF THE HISTORIC HOUSE TO FUNCTION AS A HISTORIC HOUSE MUSEUM THAT ALSO OFFERS SHORT-TERM RENTAL AND RESIDENCE. THE FINISHED PROGRAM WILL INCLUDE FOUR BEDROOMS, FOUR BATHROOMS, A DOWNSTAIRS KITCHEN, A DINING ROOM, A LIVING ROOM, AND A SUNROOM. THE PROJECT WILL CONSIST OF SELECTED DEMOLITION, INTERIOR CONSTRUCTION AND RESTORATION.
