It is the intention of these specifications to provide to prospective bidders the requirements for sprinkler and fire system maintenance and repairs at various Middlesex County facilities and to provide testing and services per NFPA requirements The successful bidders shall furnish all supplies, materials, labor, labor supervision, tools, equipment, and lubricants necessary to provide full-preventive maintenance, inspections, adjustments, replacement, and repair service for the complete Sprinkler system and to complete as specified all inspection and testing services including National Fire Protection Association (NFPA) requirements as noted herein. The County of Middlesex owns and operates approximately twenty (20) facilities throughout Middlesex County. Each of these has some form of Fire Protection equipment which may include, but not be limited to, sprinkler systems, standpipe connections, Fire Department connections, and fire pumps. In accordance with various State of New Jersey and/or local requirements, each of these systems require inspections and testing at various intervals. This document provides the detail requirements for prospective bidders to submit to the County their prices to perform the required work. The contract shall commence five (5) business days from the Date of Award for a period of twenty-four (24) consecutive months. Any services ordered or made within thirty (30) days after the Contract expires shall be under the same terms and conditions specified in the bid and contract prices submitted by the vendor, unless said vendor indicates, in writing, thirty (30) days prior to the contract expiration, that it shall not be bound by said terms, conditions and contract prices. The Board of County Commissioners reserves the right to accept or reject any or all bids, to waive identified irregularities and technicalities, and to award in whole or in part to the lowest responsible bidder, if it is in the best interest of the County to do so. Without limiting the generality of the foregoing, any bid which is incomplete, obscure, or irregular shall be rejected, and any bid accompanied by any insufficient or irregular certified check, cashier's check or bid bond shall be rejected. Question Deadline 10/14/2025 at 3:30 PM ET No oral interpretation and/or clarification of the meaning of the specifications shall be made to any bidder. Every request for an interpretation shall be in writing, addressed to the Purchasing Agent and/or the Purchasing staff member. To be given consideration, written requests for interpretation shall be received at least five (5) business days prior to the date fixed for the opening of the bids.
